- Description
- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID-NOI-13A1618577 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60 dated July 26, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a 100% small business set-aside. All responsible sources may submit an offer that will be considered by this agency. The associated North American Industry Classification System (NAICS) Code is 611430, which has a business size standard of $7.0M. The National Institutes of Health, National Institute Of Allergy and Infectious Diseases (NIH/NIAID) intends to procure FAC-COR Level III Certification Training. For specifications please see the Statement of Work. The following factors are listed in order of importance and shall be used to evaluate offers: 1) Technical capability to meet required specifications; Factor 1: Technical Capability - The Government will evaluate the extent to which the Offeror's proposal demonstrates the level of knowledge and understanding of the technical requirements and the tasks to be performed. • Understanding includes the ability of the Offeror to provide a technical plan that demonstrates an understanding of the scope and objectives of the tasks as outlined in the SOW. Mere repetition of the material in the SOW does not constitute a satisfactory response. Learning objectives and topics covered should be included in the technical plan. • Demonstration of an understanding of the organization itself and the COR training needs of a biomedical community who either conduct or support research to study the causes of allergic, immunologic and infectious diseases and to develop better means of preventing, diagnosing and treating these illnesses. • The technical proposal must demonstrate an understanding of the requirements and competencies outlined in the DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS) Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Handbook. http://oamp.od.nih.gov/Division/acp/POTraining/FACCOTR/FAC-COR_Handbook(Jan25_2012).pdf 2) Project Management and Personnel/Staffing required specifications; Factor 2: Project Management and Personnel/Staffing - The offeror shall demonstrate the applicability of skills and experience with respect to the tasks delineated in the SOW. The offeror must be able to ensure that personnel are available as of the start of the proposed period of performance. • The Offeror shall include a detailed description of the demonstrated and documented experience for all staff proposed, including the proposed key personnel (project manager). The proposed staffing plan should include proposed staff, roles and responsibilities. • The Offeror shall provide resumes or other supporting documentation of facilitator staff that includes DAWIA and PMP certification dates and level, experience as practitioners in Government acquisition management and experience as instructors of Government acquisition management training for the biomedical community. 3) Past Performance required specifications; Factor 3: Past Performance - An evaluation of the Offeror's past performance will be conducted. The evaluation will be based on information obtained from references provided by the Offeror and other relevant past performance information obtained from other sources known to the Government. The Government is not required to contact all references provided by the Offeror. The past performance shall demonstrate the contractor's background experience with projects of similar size and scope. The contractor shall provide the following: • A minimum of three references to include organization name, address, telephone number, Contracting officer's name and telephone number, Program manager's name and telephone number, a description of services provided, contract number, contract type and the contract value. Offerors may provide information on problems encountered on the identified contracts and the Offeror's corrective action. The Offeror shall submit comparable information for all subcontractors that the Offeror proposes to perform a major subcontract under this effort. • The Offeror shall demonstrate previous experience designing and delivering FAC-COR Level III training to the biomedical community through the application of adult learning theory. 17. Place of delivery 10401 Fernwood Road, Suite 2SE61, Bethesda MD 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. Payment Net 30 days. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). 18. 19. In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM at www.ccr.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award].
