Description
The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. This project will install fuse bolts to provide frangibility on the existing 14-element Mark 1F Localizer antenna array located 248 FT from Runway 31C threshold at Chicago Midway Airport, Chicago, Illinois. Work under this contract which will be performed on the antenna which resides inside the Runway Safety Area (RSA) will require the closure of runway 13-31C. Runway closure will be scheduled as one continuous closure lasting 56 hours. Work on the antenna must begin at the start of the 56-hour closure. The exact start date of the 56-hour runway closure will be determined by the airport authority and coordinated with the contractor through the Contracting Officer s Representative (COR). The closure is tentatively scheduled to begin on Monday at 2200 hours and continue until Thursday at 0600 hours in the second week of April 2013. The contractor will be given a minimum of a five calendar day notice prior to the start of the 56-hour runway closure. In the event of unfavorable weather, the airport authority has the option to reschedule the closure. Work on this project is required to be performed continuously during the 56-hour closure and nightly otherwise. Contractor should contact Midway badging office to apply for badges for all employees that will be working on the airport at least two weeks prior to construction start. Scope of Work: The contractor shall coordinate the exact sequence of work with the airport authority through the Contracting Officer s Representative (COR) prior to construction and shall provide updated construction schedules at the preconstruction conference and upon request. Contractor shall hold a tailgate safety meeting prior to commencement of work each day, in the presence of the COR, to discuss possible safety hazards and mitigation. Work performed inside the Runway Safety Area (RSA) will require the closure of Runway 13C-31C and shall be performed between 2200 and 0500 hours local time. Work shall include: 1. Request FAA assistance to locate existing underground utilities and cabling. 2. Carefully disconnect signal cables and remove existing Localizer antenna elements, associated support legs, wireway, and distribution unit. Store in staging area for reinstallation after installation of fuse bolts. 3. Remove existing junction boxes (two), concrete slab foundation for junction boxes, and associated power and control conduits. Remove conductors from conduits to be abandoned. Remove existing concrete slab foundations (two) and abandon concrete piers 2 minimum below grade. Remove existing crushed rock plot and place and compact topsoil flush with surrounding grade and seed per specifications. Dispose of debris at an approved waste site. 4. Locate and expose end of existing concrete encased duct bank and extend 2-way concrete encased duct bank from existing Runway 13C LOC/31C LDIN/31C REIL equipment shelter to future location of antenna s distribution unit. 5. Cut existing 5/8 x 4 antenna mounting studs and repair threads to accommodate installation of the fuse bolts on the existing mounting plates. 6. Install the antenna elements, associated wireway, and distribution unit on the fuse bolts. Reconnect grounds from perimeter ground. 7. Remove existing power, signal, and control conductors from existing duct bank and install new power, signal, and control conductors in modified duct bank from the existing runway 13C LOC/31C LDIN/31C REIL equipment shelter. Leave 5 coils of heliax signal cable and control cables at each end for connection by FAA installation personnel. 8. All power and control cables shall be tested per specifications after installation in the presence of the Resident Engineer and SSC technician. A written record of the test results for all of the conductors shall be delivered to the COR. 9. Re-construct crushed rock plot around antenna array. Add gravel to site so that top of gravel plot is flush with antenna mounting plates. 10. Cleanup site on daily basis. Restore areas disturbed by construction activity or vehicles by placing and compacting clean topsoil fill material per specifications to meet surrounding grade. Seed area disturbed by construction. 11. Participate in Contractor s Acceptance Inspection (CAI) with COR and MDW FAA SSC representative(s). Address punch list items generated at the inspection. 12. FAA installation personnel will terminate and connect the power, coax, and control cables at each end. 13. FAA installation personnel will install new Heliax coax cables for the localizer antennas. 14. FAA installation personnel will tune and align the antenna array per the technical instruction book. 15. FAA installation personnel will schedule a flight inspection of the localizer antenna. 16. FAA installation personnel shall conduct a Joint Acceptance Inspection (JAI) with the SSC. Contractor shall address additional punch list items generated at JAI (if any). Contract performance time is 15 calendar days, with an anticipated start date of April 8, 2013. The estimated price range for this procurement is between $100,000 and $250,000. INTERESTED FIRMS MUST HAVE SUCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT.
