- Non-Disclosure Agreement RFP TIB-2013-RFP-0007 The Federal Retirement Thrift Investment Board (FRTIB) is looking to hire a consultant to assist the Agency in developing a well defined methodology to move the Agency to an Enterprise-wide approach to Enterprise Risk Management (ERM) and the establishment of a robust Internal Controls Program (ICP). In regards to enterprise risk, the contractor will deploy consultant resources to establish a project to establish the framework of an ERM program, and assist the agency with creating processes, tools and procedures towards, risk identification and scoring, risk prioritization and evaluation, risk management, and risk monitoring. The consultant will assist FRTIB in identifying, measuring, assessing, and providing risk management recommendations regarding current performance of key operational functions and key strategic initiatives as well as Thrift Savings Plan (TSP) design, security and benefits features. Key operational processes are those processes considered to be "critical to quality". Critical to quality includes operational, financial, and security processes which must be met in order to satisfy the customer who, in the case of the TSP, are its participants and beneficiaries. In regards to internal controls, the consultant will assist the Agency in developing a project plan to establish the framework of an effective risk-based internal control program in accordance with the Federal Managers Financial Integrity Act (FMFIA), OMB Circular A-123 and OMB Circular A-127. Specifically, FRTIB requires an ICP that will assist FRTIB management in verifying internal control components, identify and assess risk, document critical processes and key control, asses key internal controls and document assessment results and implement improvements. The goal is to ensure the FRTIB has polices procedures and tools to ensure the effectiveness and efficiency of operations, reliability of financial reporting and compliance with laws and regulations. The contract will be for a base plus 4 option periods. Award of this contract will be made on a competitive best value basis using the "Lowest Price, Technically Acceptable" approach. Evaluation will be made to identify all Offerors whose proposals are technically acceptable in accordance with the SOW and the evaluation criteria set forth below. Award will be made to the Offeror from the pool of technically acceptable proposals, whose cost/price is lowest. Technical acceptability will be determined by evaluating the following non-cost/price factors: Technical Approach, Experience and Past Performance. The Contracting Officer will conduct appropriate cost/price analysis to include realism and reasonableness in accordance with all appropriate regulations.
