Description
Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6070, Rockville, MD 20852, United States. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cancer Biology and Genetics (LCBG) plans to procure on a sole source basis the services of Beckman Coulter, 250 South Kraemer Boulevard, Brea, CA 92821 to provide maintenance for the government-owned MoFlo Astrios Flow Cytometer / Cell Sorter. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be from February 15, 2013 to February 14, 2014. It has been determined that there is no opportunity to acquire green products or services under this contract. The Center for Cancer Research is responsible for the maintenance of a Beckman Coulter MoFlo Astrios Flow Cytometer / Cell Sorter (s/n AT05003) for the NCI. The NCI requires a maintenance agreement to ensure that this instrument is in good working condition at all times. Contractor shall perform one (1) preventive maintenance inspection during the contract period. All service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided by the Contractor on an unlimited basis during the term of this contract. Contractor shall guarantee on-site response time of 48 hours or less. Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. Parts shall be new or remanufactured to original equipment specifications. Contractor shall provide telephone support to include expert technical engineering advice for all equipment covered under this contract. Contractor shall provide timely installation of all OEM software revisions and OEM component revisions. Beckman Coulter is the only known vendor that is currently providing maintenance services for the MoFlo Astrios Flow Cytometer/Cell Sorter. The MoFlo Astrios Flow Cytometer/Cell Sorter is a proprietary product of Beckman Coulter Inc and this vendor is the only source providing compatible replacement parts for this equipment. No other known distributor offers service maintenance contracts for the MoFlo Astrios Flow Cytometer/Cell Sorter. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on February 8, 2013. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
