- Statement of Work Draft Copy Sources Sought Notice NIST Disaster Recovery Equipment and Services This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Quotation or Proposal, and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the services stated herein. All businesses, large and small businesses (including 8(a), SDB, WOSB, HUBZone, VOSB and SDVOSB) capable of performing the requirements indicated below and in the attached documents are encouraged to respond to this notice. The National Institute of Standards and Technology (NIST) Office of Information Systems Management (OISM), Enterprise Systems Division (ESD) has a need to procure Disaster Recovery services and support. In order to ensure the continued availability of the computer infrastructure, there is a need to develop and maintain a viable contingency planning/disaster recovery program for the NIST information technology (IT) systems. The program must ensure the capability to maintain critical business functions and restore normal operations in the event of a disruption or interruption to automated information system or network services. The requirement of an IT contingency plan/disaster recovery plan for systems is outlined in the respective system security plans as required by the following laws, policies, and regulations: Public Law 107-347 E-Government Act of 2002, Title III, Information Security; Federal Information Security Management Act of 2002; OMB Circular No. A-130, Appendix III, Security of Federal Automated Information Resources; and NIST Special Publication 800-34, Contingency Planning Guide for Information Technology Systems. The objective of this project is to ensure the success of the contingency planning/disaster recovery program for select NIST IT systems in support of the service agreements between ESD and its customers. The Contractor shall provide specified equipment and those services and facilities necessary (staffing, professional services, and expertise) to perform and support the following functions: •IT Disaster Recovery •Disaster Recovery Security •Disaster Recovery Operational Services to provide for: -Support for the annual testing of recovery plan(s) that ensures business continuity of the financial systems used by NIST and other select IT systems. -Support during a declaration event. -Support for the eventual transition back to NIST after a disaster. Additional information regarding this requirement, and full details on the potentially expected requirements of the contractor can be found in the attached Draft version of the Statement of Work and Attachment A to the Statement of Work. Please note that this is a draft version of the Statement of Work and that this notice is NOT a Request for Proposals. NIST anticipates using a FAR Part 15 Contracting by Negotiation to award a firm-fixed-price type contract for a base year and four option years. Sources that have the ability to provide the necessary support services are asked to respond to this notice with a corporate capability statement of a maximum of ten (10) pages to provide a clear and complete narrative of current capabilities to meet the requirements as detailed above and in the attached documents. Responses should also include the following information: organization information to include company name and address, size of business as it relates to the primary NAICS code 541519 (size standard $25.5 million), information on any additional small business certifications granted, current point of contact (including telephone number, facsimile number and e-mail address), list of current GSA schedule contracts (if applicable) under which your company can provide the products/services described in this notice, and a list of contracts within the past three (3) years under which the interested party has performed the same or similar work (if available). All responses must be emailed to keith.bubar@nist.gov so that they are received by no later than February 8, 2013 at 5:00 PM EST.
