- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Life Technologies Corporation, 3175 Staley Road, Grand Island, New York, 14072 for the acquisition of Dynabeads Tosylactivated-coated for analysis of anthrax lethal factor in clinical samples. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 325413, In-Vitro Diagnostic Substance Manufacturing. The period of performance for this procurement is 12 months. Life Technologies is the only manufacturer of Dynabeads. Dynabeads have a uniform spherical shape with highly defined and consistent product characteristics. This yields levels of reproducibility which are unmatched by other beads. This allows for highly reproducible results, yielding data which meets the division's tight standards for reproducibility. The beads are indeed very uniform with a coefficient of variation of less than 3%. In addition to yielding reproducible results, this also allows for a reduction in non-specific binding. Because these beads are used to isolate anthrax lethal factor from highly complex matrices (like stool), the reduction in non-specific binding allows for a lower limit of detection of lethal factor. Additionally, the batch-to-batch reproducibility is less than 5%, meaning that each batch produced over the years is highly similar to previous batches. These are magnetic coated beads which are used for isolation of anthrax lethal factor from clinical samples. All data obtained to date over the past 7 years has been obtained with these beads and to change the type of beads would invalidate experiments and data and we must have continuity of experiments and experimental data. Dynabeads tosylactivated-coated is the only material which will allow CDC to continue running our method under CLIA conditions. Purchase of beads from another company would cause CDC to revalidate our CLIA method and would not allow us to report a diagnosis of anthrax for many months. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Life Technologies Corporation. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 55591 referenced in the subject line NO LATER THAN February 9, 2013. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
