- The US Army TACOM - Army Contracting Command - Warren is requesting a proposal on a sole-source basis for the Stryker Exchange Program (Exchange) from General Dynamics Land Systems (GDLS), LLC under contract number W56HZV-13-D-0008. The Exchange is defined as the process by which Flat Bottom Hull (FBH) Stryker Vehicles will be disassembled and inspected for repairable and reusable parts, then paired with new Double-V Hull (DVH) structures, 5.5 drivelines, and DVH-unique parts to create a mission-capable DVH Stryker Vehicle. The Army anticipates awarding the Exchange as a delivery order on a firm-fixed-price basis under base requirements contract W56HZV-13-D-0008. Contract W56HZV-13-D-0008 was awarded on an other than full and open competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. As it is known, GDLS LLC is the only responsible source possessing the requisite knowledge, expertise, facilities, and tooling to satisfy the requirements of the Exchange. This synopsis is not a request for competitive quotes. However, all responsible sources that feel they can meet the delivery requirements and period of performance requirements of this procurement may provide a written capability statement and proposal to the Contracting Officer for consideration, no less than 45 days after the published date of this announcement.
