- Market Research Questionnaire for Leasing Railway Tank Cars THIS IS A MARKET RESEARCH QUESTIONNAIRE. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to lease railway tank cars (45-ton) to the Defense Logistics Agency Energy (DLA) Japan in accordance with the terms and conditions of this contract and applicable Government of Japan (GOJ) laws and trade practices. Scheduled Period of Leasing: 1 Oct 2013 thru 30 Sep 2014 "THIS IS A MARKET RESEARCH QUESTIONNAIRE(MRQ)** ".
