Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole source, Firm Fixed Price Contract with Meggitt Safety Systems, Inc. The F/A-18 Program Office, PMA-265 has identified a requirement to redesign the Fire Extinguisher Temperature Compensating Pressure Switch (TCPS) and retrofit new switches via attrition for fire extinguishers undergoing hydrostatic test or overhaul. The improved design will significantly reduce the amount of welding required to secure the switch to the bottle and will also relocate the pressure boundary in the switch. The base year will include non-recurring engineering, 2 (two) Validation and 2(two) Verification kits and perform the hydrostatic and any other necessary testing and to procure up to 300 temperature control switches. FMS will also procure temperature control switches on the base year. Canada, Finland, Kuwait and Switzerland will all be participating and a max of 247 FMS kits will be procured in the base year. There will be an option to procure an additional 306 temperature control switches, USN only. The statue of authority permitting full and open competition is 10, U.S. Code 2304 9c)(1), as implemented by Federal Acquisition Regulation 6.302-1, ' Only one responsible source and no other supplies or service will satisfy agency requirements.' It is in the best interest of the Government to continue to work with Meggitt Safety Systems on the Fire Extinguisher TCPS because they are the company that designed the initial TCPS and this is considered to be a Critical Safety Item.
