Description

THIS PRESOLICITATION NOTICE IS CANCELED IN ITS ENTIRETY. THE REQUIREMENT WILL BE RESOLICITED AS AN ARCHITECTURAL ENGINEERING (A/E) REQUIREMENT AND A SOURCES SOUGHT NOTICE WILL BE ISSUED AS VA249-13-I-0236. The Department of Veterans Affairs, Veterans Administration Medical Center is preparing to issue a Request for Proposals (RFP) for a two-phase design-build contract to install new med gas head wall units (oxygen, air, and vacuum) in 32 rooms of building 162 at the James H. Quillen VA Medical Center. Work would include the first and second floor as well as replacing the existing alarm panels and the two nurse's stations on each floor. Scope will also include rebuilding existing head wall unit's front and back body. All design, construction, and certification must be in accordance with VA Design and Space Planning Criteria and VA Master Specifications. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) NAICS: 238220 Plumbing, Heating, and Air-Conditioning Contractors SMALL BUSINESS SIZE STANDARD: $14.0 million PROJECT MAGNITUDE: Between $500,000 and $1,000,000 PROJECT LOCATION: James H. Quillen VA Medical Center, Mountain Home, TN PROJECT OVERVIEW: The project will require the selected contractor to provide all technical design and construction services, supervision, labor, materials, tools, and equipment necessary for a complete engineering and construction project to upgrade the med gas piping at building 162 of the James H. Quillen VA Medical Center. The Two-Phase Design-Build solicitation and evaluation process shall be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3 (Two-Phase Design-Build Selection Procedures). The issued RFP shall set forth the requirements for responding to Phase I of the solicitation, as well as all technical evaluation factors and sub-factors for both Phase I and Phase II. At the closing date of the Phase I solicitation, the government shall evaluate responsive proposals received in response to Phase I of the solicitation to short-list no more than three (3) contractors for Phase II. Only those successful firms selected as a result of Phase I evaluations will be requested to submit technical and pricing proposals for Phase II. Phase II proposals shall be evaluated in accordance with the Phase II Evaluation Process.
