PRE-SOLICITATION NOTICE FOR THE REPAIR OF STONE FAÇADES ON SEVERAL COLUMBARIA AT FORT SAM HOUSTON NATIONAL CEMETERY (PROJECT NO. 904CM3027) The Department of Veterans Affairs (VA), National Cemetery Administration intends to issue a Invitation For Bid numbered VA786A-13-B-0001 the following: Contractor shall provide labor, supervision, equipment, tools, and materials necessary for the Repair of Columbaria No. 2 Wall at Santa Fe National Cemetery, NM 87501. The work includes but is not limited to the contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for niche cover and façade removal and storage; niche cap removal and storage; sidewalk removal and reconstruction, pressure grouting compaction; columbarium removal and storage; columbarium foundation repair; retaining wall repair; replacement of columbarium, niche unit covers, cap, and facades, and miscellaneous improvements as required by drawings and specifications. MAGNITUDE OF CONSTRUCTION: $250,000 and $500,000. CONTRACT DURATION: Performance period is approximately 120 calendar days from date of receipt of Notice to Proceed. NAICS Code: 237990Size Standards: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER 100% COMPETITVE SET ASIDE FOR SMALL BUSINESS (SB). Contractors must register at GSA's System for Award Management (SAM) to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. All registrations must be up-to-date and correct. SDVOSB contractors must be verified in VETBIZ (www.vip.vettbiz.gov) prior to date for receipt of proposal and award of any contract. CONTRACTORS NOTE: A 20% Bid Bond must be submitted with your proposal if it exceeds $150,000. At least 15 percent of the total labor costs for this contract must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns. The number of employees must be reflected correctly in SAM and Dun and Bradstreet reports. There will be a pre-bid site investigation; all prospective bidders are encouraged to attend. Details of the pre-bid site investigation will be included in the solicitation package OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and supporting documents will be released for issue on or about February 11, 2013. SOLICITATION AMENDMENTS: Amendments to the solicitation will be uploaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers.
