- This is a combined synopsis/solicitation for commercial services, prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be used. The combined synopsis/solicitation number is W91ZLK-13-T-0050. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-30. This requirement is for autoclave calibration and preventive maintenance services, to be performed for one year following the date of contract award, for 51 autoclaves, including 18 different name brands and models (see Attachment A). The associated North America Industry Classification System (NAICS) Code is 811219. The Government contemplates award of a Firm-Fixed Price (FFP) contract. All the specifications are listed in the CLINs below. 1.The US Army Aberdeen Proving Grounds, Edgewood, Maryland requires semi-annual autoclave calibration and preventive maintenance services for a period of one (1) year from date of contract award, for 51 autoclaves, including 18 different name brands and models (see Attachment A). 2.The contractor shall perform testing, maintenance, and calibration of designated autoclaves within the Edgewood Chemical Biological Center (ECBC), to comply with manufactures' specifications and instructions. All work shall be performed on the Government installation. Autoclaves may be located in environments from Bio-safety Level 1 to Bio-safety Level 3. 3.Corrective maintenance and repair parts shall be provided by the contractor as needed. Contractor shall respond within 24 hours of customer notification, and shall complete all repairs within 24 hours of the response time (or sooner, if critical parts are needed; to be determined by the contracting officer's representative). 4.The contractor shall provide names of two (2) qualified and certified personnel to perform duties required in the maintenance and calibration of the autoclaves. Contractor shall provide one (1) person to enter the labs to perform maintenance duties. If a second person is required to perform a specific repair the contracting officer's representative must be notified prior to the start of repairs. Technicians shall be familiar and trained on all the different manufactures of the autoclaves listed in Attachment A. The personal selected shall have physicals completed in accordance with MEDCOM R40-55. Physicals will also indicate the technician's ability to wear respiratory protection. Physicals are the responsibility of the contractor, and shall be maintained at all times, updating the physical at least every twelve (12) months. Personal selected will be required to complete ECBC training requirements, such as bio-safety, respiratory protection, etc. 5.If services are needed and there is no technician available to service autoclaves listed until physical exam(s) is/are conducted and passed, liquidated damages will be assessed in the amount of $1,000.00 per day for the payment of employees who are unable to work for that day due to down time caused by the lack of technicians available to complete repairs in a timely manner. The cost of the physical and to maintain the update is the burden of the contractor. Maintaining the appropriate medical physical is a requirement. 6.The contractor shall perform services on equipment in a Bio-safety Level 3 laboratory environment under the following conditions: a. Wearing Tyvek suits with a powered air purifying respirator (PAPR). b. Work and perform duties while double gloved with either latex and/or nitrile gloves c. Work within a laboratory that consistently grows Center for Disease Control (CDC) Category A agents (examples: organisms that cause anthrax and plague). d. Work within a confined space with hot pipes while dressed and in environmental conditions described above. e. Change into assigned clothing and showering prior to exiting lab when required. f. Provide tools for use in lab. Contractor will provide a list of tools required to complete work to the COR. Some tools maybe able to be removed from the lab once the contract period is over but some may be required to remain in the lab for safety reasons. Willing to perform this effort in the above listed conditions is a requirement and is expected with submission of proposal. See Attachment A for name brand and models.
