Description
The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a proposal to the Design-Bid-Build/Design-Build UMMC Projects at Al Udeid Air Base in Qatar. The contractor shall comply with all base security requirements. Project Scope: This package consists of three distinct projects as listed below: 1)Precision Measurement Equipment Lab (PMEL), Al Udeid, Qatar: Construct a 775 SM pre-engineered building (PEB) to precision measurement laboratory standards. The project includes all civil, electrical and mechanical work to make the facility complete and useable. Work also includes utilities, pavement, site improvements, communications, and all other necessary work to complete the facility. The facility will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. 2)Air Defense Artillery (ADA) Maintenance Facility, Al Udeid, Qatar: Construct a 1,210 SM pre-engineered building (PEB) with metal siding and CMU block up 3 meters. The project includes all civil, electrical and mechanical work to make the facility complete and useable. Work also includes utilities, pavement, site improvements, communications, and all other necessary work to complete the facility. The facility will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. 3)AFOSI Regional and Local Facility, Al Udeid, Qatar: Construct a 1,025 SM pre-engineered building (PEB) for use by AFOSI squadron, detachment and other specialized functions. The project includes all civil, electrical and mechanical work to make the facility complete and useable. Work also includes utilities, pavement, site improvements, communications, and all other necessary work to complete the facility. The facility will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. ADDITIONAL REQUIREMENTS: The contractor must be licensed to conduct business in the State of Qatar. Contracting Procedures: The solicitation will be a request for proposal (RFP). Contract award will be based upon a Best Value Trade-Off (BVTO) analysis of all proposals. The evaluation criteria will be conveyed within the RFP. One or more of the items in the project scope may appear in the solicitation as an option item. The contract will be awarded on a firm-fixed price basis only. The performance period will be 365 days from issuance of Notice to Proceed (NTP). The magnitude of this construction project is between $5,000,000 and $10,000,000. In accordance with 10 U.S.C. 2805, the proposed price for each distinct project, inclusive of options items, cannot exceed the UMMC threshold of $1.75M. Proposals exceeding the threshold are un-awardable. PROPOSAL PERIOD: The tentative date for issuance of Request for Proposal (RFP) W912ER-13-R-0019 is February 11, 2013. The tentative date for receipt of proposals is March 11, 2013. SITE VISIT: The tentative date for the site visit is 28 February 2013. Contractors who wish to participate in the site visit must coordinate with Nathan Cooper by 28 January 2013. Those who do NOT have a CAC card must submit the names of their two attendees along with a color copy of their passports. Submissions after 28th of January will not be accommodated. Solicitation release information and required password/s will only be released to those who have electronically filled out a Capabilities Statement. Capabilities Statements are required for EACH solicitation of interest. Automated Capabilities Statement entries must be completed prior to the release of the solicitation due to the fact that solicitation password information is only sent to those who have completed the on-line Capabilities Statement. Your submission should address all questions in the capability statement and your ability to perform the work, by country stated in the project information section of this notice. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to the AMRDEC site and be password protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. NOTE: The solicitation will not be provided to plan rooms, subcontractors, suppliers or vendors. Cover letters and extraneous materials (brochures, etc.) will not be considered.
