- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 13.106(b), Soliciting from a single source. The Reference Number is F1M4X13007A001. The 628th Medical Group, Joint Base Charleston, SC, requires a 4.5 month service contract for Nurse Triage After Hours Advice Line. The 628th Contracting Squadron intends to make an award to FoneMed, L.L.C., 3 Lincoln Drive, Suite A, Ventura, CA, 93001-3277. FoneMed is the incumbent contractor for current services and this requirement is a bridge contract to avoid an interruption in services until a centralized contract is in place. In accordance with (IAW) FAR 13.106(b), the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. This notice of intent to award is not a request for competitive proposals; however responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: FoneMed is the incumbent and the Government only a 4.5 month continuation in service. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
