- This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-bid-build construction contract for project P-1317 Replacement Medical Clinic, Shaw Air Force Base, South Carolina. The facility will consist of a medical facility featuring 113,350 SF stepped up three-level configuration with two, two-story structures connected with three-story circulation corridors around an interior courtyard, a 2,200 SF ambulance shelter and an 1,200 SF telecommunication enclosure. This is a negotiated procurement utilizing a best value source selection process. Award will be made to the offeror whose total price and non cost/price proposal offers the best value to the government. Proposals will be evaluated on total price for the project. Contract award is anticipated on or around 21 Jun 2013. The construction completion date will be 845 days from the date of the contract award. The estimated price range for the entire project is between $40,000,000 and $50,000,000. The NAICS Code is 236220 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit will be held approximately 7 days after the solicitation is released (exact date and time will be specified in the solicitation). Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE SYSTEM FOR AWARD MANAGEMENT (SAM).
