Description
This Sources Sought Notice is for Market Research purposes only. The U.S. Air Force Space and Missile Systems Center's Global Positioning Systems Directorate (SMC/GP) intends to release a solicitation in FY2014 to purchase GPS III Follow-On Production Space Vehicles 09-20. The first Space Vehicle (SV) is planned for delivery in FY2019 with the remaining SVs notionally planned for delivery at an average rate of 2.4 per year. The purpose of the GPS III program is to balance meeting the critical need to sustain the current GPS constellation and services while simultaneously supporting the evolving user requirements. The GPS Directorate (SMC/GP) administers the GPS III ACAT ID program. On 15 May 2008, the United States Air Force (USAF) awarded the GPS Block III to Lockheed Martin Space Systems Company (LMSSC). Under this competitively-awarded contract LMSSC will design, develop, produce, test, and deliver up to eight (8) SVs with four contingency SVs and provide on-orbit engineering services to sustain those SVs in support of the GPS III ACAT ID program. In addition, LMSSC is performing GPS III technology development, systems engineering, and risk reduction activities. The GPS III Follow-On Production contract will leverage these investments to continue stable production and decrease costs, while implementing minor changes. SMC/GP's intent is to award a sole source fixed price type contract to the GPS III Prime Developer, Lockheed Martin. The GPS III SV is currently deemed to be available only from the original source as it is likely that award to any other source would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency's requirements (10 U.S.C. 2304(c)(1)). The purpose of this market research is to determine if other sources exist which possess both the capability and experience to effectively perform the contemplated effort. The mature GPS III SV01-08 design forms the technical baseline for this follow-on production. The new GPS III Follow-On Production contract will produce 12 GPS III SVs that meet SV08 baseline requirements with minor capability changes. These changes resolve obsolescence, implement new policy, and improve affordability. Specifically they include signal upgradeability (digital waveform generator), accommodation of a redesigned Nuclear Detonation Detection System (NDS) payload, civilian rideshare payloads (Search and Rescue/GPS (SAR/GPS) and Laser Retroreflector Array (LRA)), dual-band transponders (Unified S-Band), Li-Ion batteries, and dual manifest launch capability. In addition to production, the contract includes storage, launch operations, on-orbit support, production affordability initiatives and development of key performance parameter and key system attribute capabilities for future GPS III SVs. The responding Prime Contractor (sources) must be able to produce, manufacture, integrate, test (including complete SV checkout and inter-segment tests), process for launch, store if necessary, and deliver GPS III SVs. In addition, the Prime Contractor must have the ability to conduct on-orbit checkout, and on-orbit engineering services (including surge capability for anomaly support) for the duration of the design life as a cost reimbursable effort. These SVs will have modest capability improvements over the first eight (8) GPS III SVs currently on contract and shall otherwise be functionally equivalent and backward compatible to that stable design. Additionally, they must be fully compatible and interoperable with the GPS III supporting systems to include ground infrastructure, fielded GPS user equipment, and GPS III control segment (OCX). Finally, the SV design must provide a modern, scalable satellite bus that allows growth to include the additional capabilities required for SV21-32 as defined in the Capability Development Document in lieu of the Capability Production Document (CDD ilo CPD) with a minimum of bus non-recurring engineering. On-site locations include, but are not limited to, Schriever AFB, CO; Vandenberg AFB, CA; and Cape Canaveral AFB, FL. This notice is seeking only Prime Contractors, not suppliers of components, materials, software or services that may be used by a Prime Contractor to produce a GPS SV. a) Capabilities Qualified sources (Prime Contractors only) must demonstrate the ability to meet the CDD ilo CPD and compliance document requirements (available in the Sources Library) with minimal investment by the Government in non-recurring engineering and with high confidence of success. Qualified sources must possess a post Critical Design Review SV design including all the required MIL-STD-1521B/SMC-S-021(T) CDR design artifacts. Offerors must demonstrate a low risk, high confidence path to become capable of meeting GPS III baseline requirements with minimal nonrecurring cost. Offerors must be compliant with program security requirements (available in the Sources Library). GPS constellation sustainment is a top priority and the first article must be available for flight NLT 2019. Qualified sources must additionally demonstrate the following capabilities: 1) SV Baseline Capability: A low risk, affordable solution that provides the SV01 - 08 capabilities and includes: mature payload and SV technologies; certified payload and SV on-board software that meets the mission and constellation requirements; system-level requirement verification products; mature test products, to include established scripting and validated test procedures; ground support equipment; and a testbed environment to include at a minimum a high fidelity GPS satellite simulator, a Bus Real Time Simulator, SV models and simulations, and a form, fit, and function GPS Non-flight Satellite Testbed that can be used as a pathfinder at the factory and launch site and to validate potential future SV changes. The solution must make extensive use of build-to-print drawings for space qualified unit, sub-system, and SV configurable items to minimize the amount of non-recurring engineering. Additionally, the response must demonstrate the extent to which their proposed solution will employ existing GPS III technology to avoid new technology development or qualification of new space technologies. Further, the respondent must demonstrate experience in complying with the Parts TOR document # TOR-2006(1590)-4430 and TOR-2006(1590)-4432. The program seeks to limit non-recurring engineering to the capability enhancement areas. Sources must also demonstrate that their solution is capable of gracefully scaling to support the full GPS III CDD ilo CPD requirements with a minimum of additional non-recurring engineering in any future continued production. 2) SV Capability Enhancement: A high confidence, affordable solution employing mature technologies for incorporating signal upgradeability (digital waveform generator), accommodation of a redesigned Nuclear Detonation Detection System (NDS) payload, civilian rideshare payloads (Search and Rescue/GPS (SAR/GPS) and Laser Retroreflector Array (LRA)), dual-band transponders (Unified S-Band), Li-Ion batteries, and dual manifest launch capability on an Evolved Expendable Launch Vehicle (EELV) Medium. 3) A thorough understanding of the technical interface requirements associated with the GPS III payloads, Military and Civil requirements, user equipment, control segment, mission planning elements, and all other space vehicle interfaces. Additionally, sources must demonstrate a thorough understanding of the GPS III community, including the Air Force, Army, Navy, Coast Guard, National Nuclear Security Administration (NNSA), and various other civil agencies. Sources must also demonstrate experience with and understanding of International Traffic in Arms Regulations (ITAR). 4) Extensive systems engineering knowledge and experience dealing with DoD-specific space capabilities in GPS fields, including system requirements analysis and allocation, test and verification, risk management, and system security management. Additionally, sources should demonstrate a thorough understanding of GPS III information assurance requirements and SMC's "back-to-basics" approach to systems engineering and risk management, which is designed to predictably deliver warfighter capabilities within cost and schedule and to ensure mission success and constellation sustainment. 5) Intellectual property rights: Unlimited/Unrestricted Rights to all delivered noncommercial/ commercial technical data identified in 10 USC 2320(a)(2)(C) & (F); Government purpose rights to all remaining delivered noncommercial technical data/computer software with the exception of non-commercial technical data/computer software developed exclusively at Contractor private expense will be delivered with less than Government purpose rights unless otherwise negotiated limited; and license rights to all remaining delivered commercial technical data/computer software sufficient to satisfy the needs of the program and that are consistent with Federal procurement law. This requirement applies to all technical data, computer software, and computer software documentation from non-GPS III programs required to document the heritage of the development, design, test, and qualification of the respondent's proposed baseline for this program. This documentation will likely become deliverable and subject to Government review and approval under the GPS III Follow-On Production program (see Exhibit A in the Sources Library). 6) Existing personnel and facilities sufficient to support an average production rate of 2.4 GPS III SVs per year. Sources must also demonstrate extensive experience with DoD ACAT 1D space acquisition programs, including experienced program management personnel, and effective sub-contract management approaches. 7) Ability to interface with the GPS Next Generation Operational Control System (OCX) with minimal nonrecurring changes required to OCX. b) Additional Information The North American Industry Classification System (NAICS) code for this action is 336414. The small business size standard is 1,000. c) Statement of Capabilities All responsible sources (Prime Contractors only) capable of meeting the Government's requirements detailed in this notice must submit an unclassified Statement of Capabilities (SOC) and Qualifications Statement to the technical and contracting points of contact (POCs) listed below by 1700 Pacific Standard Time (PST) on 13 Feb 2013. Responses are limited to fifteen (15) 8.5" x 11" pages with 1" margins, and 12-point font (Arial or Times New Roman). Pages must be numbered and submitted electronically as Microsoft Word or Adobe Acrobat files. The capability and qualifications statement will be evaluated solely for the purpose of determining the offeror's ability to meet the Government's needs described above. Consequently, the Government is primarily interested in responsible sources providing specific technical details indicating how that source can meet the Government's needs. Oral communications are not acceptable in response to this notice. Responses from small business and small, disadvantaged business firms are highly encouraged. A responding firm should indicate if it is a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a minority institution.
