- SOURCES SOUGHT SYNOPSIS: This is a request for information/market research to provide data for planning purposes. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Air Force Test Center, Operational Contracting Office, Eglin AFB, Florida, is seeking potential sources capable of providing approximately 30 each commercially available PCIe Multifunction Telemetry Modules (or similiar hardware, software, and system support) that will fulfill to following capabilities for Eglin AFB, Florida: • System CRITERIA 1. System shall be able to connect to Host Server via PCIe or Ethernet interface. 2. System shall have no less than 1 millisecond fidelity connection to the software. 3. System must be able to import legacy TMAS database into new system software. 4. System shall have an open API that is compatible with in-house written software. 5. System must have a Ethernet interface to software 6. System shall pass required parameters to Symvionics and Real Time Softwares • Physical Compatibility Requirements 1. Will connect to Telemetry Server through either a PCIe or Ethernet Interface. 2. Shall interfacing with the bit synchronizer of the system 3. Each bit synchronizer shall be able to operate at pulse code modulation (PCM) bit rates of 30 megabits (Mbits/sec) NRZL. 4. Each bit synchronizer shall be capable of supporting all IRIG PCM codes described in Chapter 4 of IRIG Standard 160-11 5. Each bit synch shall be able to support randomized data 6. Have internal PCM simulator 7. Has time input for the system and will read IRIG A, IRIG B, TTL A, TTL B 8. System will be able to pass parameters to IADS for display 9. System shall be compatible with Windows 7 10. System shall be able to run with approved Air Force antivirus running in the background 11. Installation package will be provided for all software components 12. System shall be scalable and reconfigurable using Ethernet connectivity 13. Input/Output Levels TTL Single Ended, Output logic 1= at least 3 volts into 75 ohms termination 14. Input Termination of 75 ohms • Data capture and decode - pcm input 1. System shall include a bit sync capability that will operate at pulse code modulation (PCM) bit rates of up to 30 megabits per second (Mbits/sec) NRZL. 2. Each bit synch shall be capable of supporting all of the IRIG PCM codes described in Chapter 4 of IRIG Standard 106-11. 3. Each bit synch shall be capable of supporting 125Kbps to 30 Mbps NRZL/RZL PCM streams Output Levels TTL Single Ended logic 1= at least 3 volts into 75 ohms termination 4. Each bit synch shall provide serial clock and data output lines compatible with inputting data into KG type decryptor device. 5. Each bit synch output as drop down selection will support 0 and 90 degrees half clock/dual-pumped data. • Data Capture and Decode - Decommutation 1. Each decommutator channel shall be able to accept as an input the output of the KGR decryptor device (TTL Data/ Clk). 2. Each decom channel shall support both major and minor frame synchronization, and the frame synchronization parameters and strategies shall be software selectable. 3. Software shall be able to support embedded asynchronous bit stream. 4. The system shall be able to support MIL-STD-1553B data encoded in a PCM data format in accordance with Ch 8 in IRIG Standard 106-11. 5. Each decom input as drop down selection will support 0 and 90 degrees half clock/dual-pumped data 6. Decom will output Continuously variable slope delta modulation (CVSD) 7. Decommutators will support burst data. • Telemetry attributes 1. System shall allow import/export to Chapter 9 TMATS format. 2. System shall be able to handle supercom words that do not have a fixed word/minor frame interval. 3. System shall be able to dynamically add streams to existing database configuration 4. System shall be able to archive data 5. System shall be able to update parameter/time/bit synch without having to recompile database 6. System shall be able to support parameters with variable word length 7. System will be able to support concatenation of parameters i.e. The same bits could be used for multiple parameters 8. System shall be able to support multiple embedded stream from one parent stream, an embedded stream within an embedded stream 9. System shall be able to output IRIG time without data lock 10. System shall be able to handle derived parameters i.e. to enter calculations, if-then-else, type casting; can add our own C++ functions (ANSI-C); allow for setting of derived parameter output rate 11. The words per Major Frame shall be between 2 to 256K (word count starts at zero) 12. The Major Synch Pattern Length shall be between 6 to 32 bits 13. The system shall have time stamp resolution of 1 millisecond 14. System shall support parameter name filtering 15. System shall provide database development interface. • Real Time Interface Requirements 1. Will provide Application Program Interface 2. System shall be able to retrieve tag parameters and provide indication if tagged parameter does not exist 3. System shall tag parameters in time and data format. Data will be driven in the order in which it comes in 4. System shall be able to specify list of parameters, buffer the parameter, and allow user to pull specified data off 5. Software to interface with real time shall reside in the system.i.e. TCP/IP toolkit 6. System shall allow for multiple thread/sessions 7. System shall be able to deselect parameters that were previously selected for reading. 8. System shall provide an interface to write samples 9. System shall have an Ethernet interface to read data samples updated for enabled selected parameters. It will then return the buffer containing all updated parameters. 10. System import/export of database file or single stream to EXCEL or ASCII file for manipulation Feedback, questions, and comments regarding the above technical capabilities are welcomed. The Government anticipates award of a Firm Fixed Price requirements type contract with a period of performance of 01 March 2013 through 1 September 2013. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 518210, with a small business size standard of $30M. If qualified and interested, please submit an email stating the name of your company, your interest, a Capabilities Statement, and your business size: indicating whether you are a small or large business for the purposes of the assigned NAICS code.
