Description
The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Belvoir Division is seeking sources on behalf of Communications-Electronics, Research, Development and Engineering Center (CERDEC), Night Vision and Electronics Sensors Directorate (NVESD) to obtain research, development and engineering and systems integration support for the development, manufacture, and sustainment of Army sensor systems that are within Joint Services, Army and DOD Live/Virtual/Constructive (LVC) simulation applications and experimentation events. This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the Description of the Requirements currently posted to FEDBIZOPS, interested capable contractors are invited to provide responses to the following questions. Please provide responses if you can support some or the entire Requirement, highlighting the specific areas. Responses should follow this format and submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. 1. Please identify your company's small business size standard based on the primary North American Industrial Classification System (NAICS) code of (541512) - Computer Systems Design Services. The Small Business Size Standard for this NAICS code is $25.5M. For more information, refer to http://www.sba.gov/content/table-small-business-size-standards. Please also indicate any socioeconomic classifications. If you identify your company as a Small Business or any of the SB subcategories as stipulated in Question #2, then is your company interested in a prime contract for the attached PWS. 4. Under the current SB recertification regulations, do you anticipate your company remaining a small business under the primary NAICS Code (541512 Computer Systems Design Services)? If you are a SB answer questions 4A and B. All others skip to Question #5. A. Offerors are encouraged to identify teams, indicating each team member's size based up the NAICS code of the work that the team member may be doing. 9. Is your company currently providing similar services to another government agency (you many also include contract number(s) for government) or other non-government customer? If so, please identify the agency or non-government customer. If you are willing to share your customer's identity, please address whether your company offers the same or similar services commercially. 10. Has your Company performed this type of effort or similar type effort (to include size and complexity) in the past, if so provide Contract Number(s), Point of Contact(s) (POCs), e-mail address, phone number, and a brief description of your direct support of the effort? 11. What are the core competencies of your employees that would support the requirements? Also provide the total number of individuals currently employed by your company capable of supporting the requirements. 12. Does your company have the ability to store/transmit TOP SECRET Sensitive Compartmented Information (SCI)? 13. Do all your employees that would support this Requirement have at least a SECRET Clearance? 14. Does your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system? 15. Interested companies may also provide a quote mark White Paper quote mark (no more than 20 pages in length) describing how its products and technical expertise could produce and deliver such capabilities as described in the information below and attached PWS. Also, identify your company's past and current customers to which you provided similar products/services, including customer/company name(s), POCs, phone number, and address/e-mail where they can be contacted. Synopsis: This requirement encompasses research, development and engineering and systems integration support for the development, manufacture, and sustainment of Army sensor systems that are within Joint Services, Army and DOD Live/Virtual/Constructive (LVC) simulation applications and experimentation events. Associated with the simulation activities are signal processing, algorithms, experimental studies and assessments, sensor performance model development activities, and enhancement and/or modification of personal computer (PC)-based Electro-Optical Training Software packages for Recognition of Combatants (ROC) products. GENERAL: The Modeling and Simulation Division of NVESD has developed a number of LVC C4ISR modeling and simulation applications that are used to support our customer's technology development, concept experimentation, systems analysis, system test and evaluation, production, and operational support of sensor-based systems for the US Army and other DOD organizations. The use of these modeling and simulation applications provide insight into human interaction, support development of engineering design alternatives, allow users to evaluate new tactics, techniques and procedures (TTP), and allow conceptual virtual system to be employed in Joint and Army LVC experiments as well as transition technologies and systems that show the most potential for enhancing the lethality and survivability capabilities of the warfighter. Further engineering, prototype and test-bed fabrication, integration, program management, systems engineering, and logistics support their mission to develop, field and maintain sensor systems for the Joint Services, US Army and other Department of Defense (DOD) customers and organizations. PERIOD OF PERFORMANCE/PLACE OF PERFORMANCE/SECURITY The period of performance shall be twelve (12) months from date of award with one six (6) month option period. The work will be performed primarily at Fort Belvoir, Virginia, and Contractor's facilities. Travel to other Contractor or Government facilities in the continental United States (CONUS) or outside the United States (OCONUS) may be required as part of the performance of an individual sub-element of the task order. Locations of OCONUS Travel may be Australia, Canada, Germany (requires Technical Expert Status Accreditation (TESA), Hawaii, Alaska, Italy, Iraq, Afghanistan, Kuwait, Korea, United Kingdom, New Zealand and or locations deemed necessary to support additional Government missions. The Contractor will be required to have a TOP Secret facility clearance and Secret safeguarding requirements. Description of Effort: The anticipated type of effort is for Research and Development on a Cost Plus Fixed Fee (CPFF) basis. The data received in response to this market survey is for information purposes only and does not mandate or impose requirements. This notice is not a request for proposal and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of the evaluation of the information they provide. No contract award will be made on the basis of responses received; it is desirable that data be received with unlimited rights to the Government. However, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. All requests for further information must be in writing and via e-mail; telephonic requests for additional information will not be honored.
