Description
This is a combined synopsis/solicitation for Brand name or Equal commercial items, prepared in accordance with the format under FAR Subpart 12.6 - "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included in this notice. The Government intends to award a single purchase order resulting from the combined synopsis/solicitation to the responsible offeror whose offer, conforming to the combined synopsis/solicitation, is determined to be most advantageous to the Government, price and other factors considered. The determination of which offer is most advantageous will be made utilizing the following evaluation factors in descending order of importance: extent of compliance with Government technical requirements, ability to meet delivery date and price. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), HR0011-13-Q-0001, incorporates FAR provisions and clauses in effect through Federal Acquisition Circular 2005-52. This procurement is set aside for small business. The applicable North American Industry Classification System (NAICS) code is 532112, small business size standard is $25.5M. An award will be made using a firm fixed price purchase order. The Government intends to evaluate offers and award a purchase order without conducting discussions with offerors. Therefore, offers submitted in response to the solicitation shall conform to all the requirements of this solicitation. However, at its discretion, the Government reserves the right to conduct discussions. The procurement is for the lease of two passenger mini-vans and one dual-use van for a period of 36 months each. Requirement: CLIN 0001: Passenger Mini-van, two (2) each. The vehicles shall meet the following basic requirements: front wheel drive (FWD), seven passenger capacity with seats that fold for cargo hauling, standard safety features, i.e., antilock brakes, airbag, etc., fuel economy standard of at least 17 miles per gallon (MPG) city, power locks and windows, air conditioning (AC) & heat for both the front and rear passenger compartments, all-season tires, windows in the rear passenger compartment, and a dark color exterior (blue or black) is desired. Requirement: CLIN 0002: Dual Use, Passenger & Cargo Hauling Van, one (1). The vehicle shall meet the following basic requirements: a 12 passenger capacity with seats that are easy to remove and reinstall, standard safety features, i.e., antilock brakes, airbags, etc., power locks & windows, air conditioning (AC) & heat, all-season tires, and a dark color exterior (blue or black) is desired. The lease period for all vehicles will be 36 months. The vehicle(s) shall be delivered to and garaged at Defense Advanced Research Projects Agency (DARPA), 675 North Randolph Street, Arlington, VA 22203. The passenger mini-vans shall be delivered on April 01, 2013 and the vehicle(s) shall be picked up from this location at the end of the lease period. The Dual Use, Passenger & Cargo hauling Van shall be delivered on July 01, 2013 and the vehicle shall be picked up from this location at the end of the lease period. Quotes must include at a minimum, the vehicle manufacturer, model year, model name, model number, vehicle equipment, vehicle color, and vehicle specifications. Quotes for the monthly lease price shall include the monthly lease amount, fees, tags, taxes, and decals. Quotes shall identify any excess mileage charges above usage of 15,000 miles per year per vehicle. Fuel and lubricants, antifreeze, insurance, maintenance, and emergency repairs and services will be provided by DARPA and shall not be included in the monthly lease price quote. Offerors shall provide the standard vehicle manufacturer's warranty with their offer. The vehicles will be titled in the Offeror's name. The Offeror shall provide its Federal Tax I.D., CAGE code and DUNS number.
