Description
This is a notice of intent to award a Sole Source Procurement. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described. The U.S Department of Homeland Security (DHS) Science and Technology (S&T) Directorate intends to issue a sole source purchase order to the InterNational Committee for Information Technology Standards (INCITS) to cover annual membership fees for agency participation. INCITS is the forum of choice for information technology developers, producers, and users for the creation and maintenance of formal IT standards. INCITS is accredited by, and operates under rules approved by, the American National Standards Institute (ANSI). INCITS' mission is to promote the effective use of Information and Communication Technology (ICT) through standardization in a way that balances the interest of all stakeholders and increases the global competitiveness of the member organizations. DHS membership in INCITS is necessary for DHS to have representation in the consensus standard process relating to information technology, this includes membership to the executive board and access to specific subcommittees of interest to DHS components. Currently those subcommittees are Biometrics, Cyber Security, and Geospatial Information Systems. Membership benefits with INCITS include identifying and prioritizing requirements for development and adoption of new standards required by DHS programs, ensuring that DHS has access to standards that support adequate performance and security of DHS information systems. As such, DHS S&T intends to participate in the following Task Groups: 1. CS1 - Cyber Security 2. L1 - Geographic Information Systems (GIS) 3. M1 - Biometrics and the M1 task Groups: a. M1.3 - Biometric Data Interchange Formats b. M1.5 - Biometric Performance Testing and Reporting c. M1.6 - Cross Jurisdictional and Societal issues Interested parties may submit responses to this notice. All responses must demonstrate clear and convincing evidence, addressing the points identified below, that a membership in another organization will satisfy the government's technical requirement. Responses should address the following points: 1. Are you an ANSI certified Standards Development Organization, following the consensus process principles outlined in OMB Circular A-119? If yes, provide specific information regarding your certification, and provide detailed information how your organization follows the consensus process principles outlined in OMB Circular A-119. 2. Do you have an open membership process and can you ensure diverse participation in the process by government, academia and the private sector? If yes, explain in detail how this element is met. 3. Do you have a successful track record in developing and promulgating consensus standards in the areas of Biometrics, Geospatial Information Systems, Cyber Security, and Information Technology? If yes, provide specific information on effort performed and completed that demonstrates the successful track record. 4. Is your organization a member of any international standards organization like ISO? Can you provide liaison and collaboration with International Standards Organizations? If yes, provide specific information demonstrating how you meet these elements. Responses may be submitted until 5:00 PM Eastern on Tuesday, February 12, 2013 to Martha Palacio, Contract Specialist, at martha.palacio@hq.dhs.gov. Telephone inquiries will not be accepted.
