- SOURCE SOUGHT 1. The role player company liaison (LNO)/management team MUST have previous RUT experience in Miami, FL (or other city equivalent of size civilian population) with US DOD Tier I/II forces. This is crucial to the successful execution of the STX due to the large scale coordination with city officials, first responders, and public safety officials. Experience in this environment is one of the greatest risk mitigation factors for the Commands approval to execute the STX. Without this experience with US DOD Tier I/II forces, both the safety of the Soldiers and civilian population is put at risk. 2. The company selected for award of the contract will provide an LNO's/management team member at 3 separate Target sites in Florida from 12-15February2013. They will also provide an LNO/management member to Hunter Army Airfield, GA for scripting and scenario development from 12-15February2013. Both these individuals must have US DOD Tier I/II experience as well as previous RUT experience in Miami, FL, or equivalent city, as an LNO/management/Observer Controller of OPFOR personnel. This requirement is critical to the overall safety and mission accomplishment of the exercise. 5. POC this memorandum is CPT Steve Bozovich, Assistant S3, @ DSN 729-8920 (U) Background: 3BN 160th SOAR (A) HAAF, Georgia conducts Joint Multilateral Task Force Training at Miami, Florida, West Palm Beach, FL and Cape Canaveral, FL for six (6) separate targets within 300 nautical miles from the established Forward Staging Base (FSB) from 25 February -14 March 2013. The purpose of this training is to exercise tactical, command and control, and support elements under realistic conditions that replicate the scale, diversity, and complexity of the operational environments currently encountered during overseas combat deployments while simultaneously evaluating one (1) flight lead candidate, One (2) Tier Two level alert, WMD/RDD capabilities and VSO/FID operations. This Statement of Work describes the work necessary to effectively support the robust and dynamic stated training objectives and satisfy the commander's intent for training. The contractor shall provide the required training support in accordance with the specific mission requirements identified in this document. One of the skills which are not fully exploited until arrival into the combat theater is the use and handling of an interpreter as well as the interaction of non-English speaking combatants/innocents. In order to bridge this mission critical gap and bring the required and qualified instruction to the trainees immediately, yet effectively and efficiently, it is a requirement that this specialty be out-sourced to a subject matter expert employing up to date tactics, techniques, and procedures. There is not time for a trial and error/shake-out period; this company/cadre MUST hit the ground running, with the full confidence of the Exercise Control Group (ECG). (U) Training Objectives: 1.Provide realistic tactical scenarios that closely replicate the characteristics of the environments encountered by Special Operations Forces (SOF) during ongoing combat operations overseas. 2.Incorporate, synchronize and exercise supporting role players and equipment during all appropriate phases of operations to effectively replicate a typical combat mission profile currently being executed overseas. 3.Provide scenarios and problems that are realistic and effectively exercise individual Special Operations Forces adaptability and leadership capability under extreme stress. (U) Scope: 1.Role Players: a.The contractor will provide a liaison (LNO / Training support engineer) team between the Control Group and the provided role players and will maintain oversight during all phases of the training evolutions and ensure the safety and logistical support requirements of the role players. b.The contractor will be responsible for providing all support required to achieve the stated tasks required of the role players. Any specific support required of the client must be specifically delineated in the contract. c.There will be a 24-hour operations cycle for a minimum of 6 personal beginning 25 February - 06 March 2013; and minimum of (40) roll players from 06 March 2013 - 14 March 2013. The training schedule will be dynamic and the contractor must provide above listed handlers and one Liaison Officer to support concurrent planning, preparation, and execution of sequential training events with the ECG as required. 2.Liaison Officer (LNO): a.Provide all logistical and administrative coordination before, during, and after training event in order to facilitate unit's efforts towards training focus. b.Pre-coordinate all training arrangements with the 160th SOAR (A) designated POC's in order to save valuable time and resources as well as prevent any confusion. c.Provide all on site logistics coordination and arrangements for contractors and cadre with the ECG. d.Be on site minimum of two days prior to each target to arrange facility backside support and detailed coordination in order to ensure training site is properly prepared and set up daily to facilitate advanced dynamic training efforts. e.Coordinate daily with ECG on rules and regulations and base Surface Danger Zone's (SDZ's) and Minimum Safe Distance (MSD) zones to ensure compliance with all rounds, and pyrotechnics. f.Fulfill LNO duties necessary in order to create a sole source point of contact for ECG in order to simplify their efforts in utilizing any aspect of training targets. g.Be available to fulfill an advisory role for training scenario development, tactical scenario set up and execution, target zone consideration and set up, situational safety evaluation, and after action review analysis. h.Will be responsible for providing all support required to achieve the stated tasks required of the role players. Any specific support required of the client must be specifically delineated in the contract. i.Support the entire duration of the training days 25 February - 14 March 2013. (U) Requirements: 1.Coordination and Reporting Tasks a.Provide a single point of contact that has the authority to manage all contracted role players and opposing force (OPFOR) services during all phases of training. b.During the conduct of the exercise, the contractor must maintain full-time representation at the Joint Tactical Operations center at Gainesville, Florida. This representative must have the authority to manage all ongoing aspects of exercise support. 2.Contractor Organization Requirements: a.Contractor organization must understand specific training objectives and scenario design. b.Contractor organization must have past performance with similar, multi-day SOF role player training scenario programs within the last 4 months. c.Contractor organization must provide own culturally-appropriate props at no addition cost to the U.S. Government. d.Contractor organization must have prior experience with providing role-player support to other Army or Special Operations units within the last 4 months. e.Contractor organization must have prior experience with base operations and operational support and tactical training programs in RUT (Realistic Urban Training), WMD (Weapons of Mass Destruction), RDD (Radiological Dispersal Device), Low visibility SR/Partisan host-country training, and full mission spectrum SOF airframe training. f.Contractor organization must have a TOP SECRET/SCI Facility Clearance. 3.Liaison Officer (LNO)/Management Team Requirements: a.One (1) Lead Liaison Officer (LNO). b.LNO/managers are to be in addition to the 40 minimum required role players. c.LNO's/managers must be Military Instructor certified in order to assist with scenario development and implementation. d.Lead LNO must have corporate management experience. e.LNO's/managers must have minimum 10 years USSOCOM military experiences with a background to include verifiable experience employing mission critical tasks in a tactical setting and an established report within SOF as well as: i.Have operational SOCOM experience implementing F3EA, so as to assist in oversight and support to BIT/TQ operations during scenario execution. f.LNO's/managers must be SOCOM Tier I and/or II Master Breacher qualified in order to support planning of facility Surface Danger Zones (SDZ's) and assist in implementation of safety measures for targets and role players during use of demolitions and pyrotechnics for insurance compliance purposes. g.LNO's/managers must have a Top Secret Clearance/SCI Facility Clearance. h.Coordinate and fund all TGT facilities in urban environments (Miami, FL and West Palm Beach, FL) capable of the special infiltration of 80-120 Special Operations ground force personnel via MH-47G, MH-60L and MH-6M aircraft. The facilities must provide the following capabilities: i.Full force on force simmunition and GG20 flash-bang ii.Mechanical and explosive breaching iii.Live fire sniper shot via 5.56 / 7.62 into approved SDZ bullet trap iv.Sensitive Site Exploitation v.Low visibility reconnaissance made available for a minimum of 24-hours with isolated and controlled OPFOR movements i.Coordinate and Fund Fire Crash Search and Rescue in a minimum of four separate target locations within the above mentioned urban environments. Each Fire Crash Search and Rescue platform will maintain positive communications with all Special Operations assets and be able to provide a 2 minute reaction time with foaming capabilities. j.Coordination and funding of maritime Infiltration platform with the following requirements i.Sustainment of a 10-15 man surveillance and reconnaissance team (SR) and equipment for up to 96 hours ii.Providing a partisan join-up in vicinity of the Port of Miami iii.Provide sustained SR on two RUT coordinated facilities in Miami, FL iv.Fuel and sustainment for all crew and personnel required to operate the support vessel(s) v.Coordinate and fund Local Enforcement Agency (LEA) off-duty personnel to isolate the identified target facility in urban environments at H-Hour or on-site minus 6-hours 4.Role Player Requirements a. A minimum of 40 Role players required. b.All Role players must be CI screened. c.All Role players must have cultural knowledge of Afghanistan, Syria, and Africa operating environments. d.All Role Players must be proficient in Pashtu/Dari to a level equal to or greater than the 3+/3+ standards required of the Defense Language Institute (DLI). Pashtu/Dari speakers must be proficient in basic English. e.Be comfortable operating around military working dogs f.4 Male Role players must be in excellent physical shape and will be used as interpreters. These Role players will be expected to perform similar physical duties as Soldiers. g.A minimum of 4 role players must be master-breacher qualified and have Tier-1 Operator experience as a primary customer for Special Operations support in an OCO capacity. h.05 Female Role players i.35 Male Role Players. Deliverables: 1.Contractor will provide all necessary equipment to conduct 18 days of training to include: a.Individual PPE for all role player/OPFOR personnel. b.Culturally specific clothing and target area props. c.Complete U.S. Army Battle Dress Uniforms for 4 role player interpreters. d.Cold weather equipment to include jackets, gloves, and wet weather gear to protect role players from the elements e.Sleeping bags to provide role players additional warmth as needed Government furnished property (GSP): 1.ECG will not furnish any equipment or GSP to the contractor. Travel and Specifications: a.Provide realistic combat target scenarios ICW current SOF TTPs to train deploying MARSOC/Special Forces/Naval Special Warfare Group/160th personnel. Contractor will coordinate all travel and lodging requirements for role players. b.The contracting company must ensure lodging, per-diem, flight reservations, travel to and from the training sites, and any other costs not mentioned, with the overall bid and are setup at the contractor's expense and effort. c.The role players must follow the clear guidance and understand the objectives and intent of training in order to ensure the training objectives are met. d.Company must have recent prior experience in the delivery of foreign role players on target for military organizations. e.Company must be vetted to ensure observed Special Operations Forces personnel and Joint SOF specific TTPs remain classified. f.Company must ensure all role players are made aware that Military Working Dogs will be used during event, in close proximity to all training. Place and Period of Performance: 1.Training events from 25 February - 14 March 2013 will be conducted from Gainesville, Florida to six separate target areas within Miami, Florida; Grand Cay Bay Island, Bahamas; West Palm Beach, Florida; Cape Canaveral, FL and Pinecastle, Florida. LNO and role players will be available for training 24 hours per day during the entire operation. 2.Training will consist of 6 Full Mission Profile targets lasting the duration of the exercise as well as multiple partisan and POL establishing events. 3.Each target will involve pattern of life/HUMINT/SIGINT/VISINT triggered multi-airframe direct action assaults/raids involving USSOCOM 350-6 infiltration/exfiltration mission profiles, life tissue training and multi-agency SSE specific follow on-contingency operations occurring in profile throughout the stated dates.
