- 1.Statement of Purpose: The U.S. Fish and Wildlife Service (Service) is a diverse and distributed organization with its headquarters in Washington, D.C. and Arlington, VA. It also has 8 Regional Offices and the National Conservation Training Center separated across the United States. Additionally, the Service has 700+ geographically separated field offices with a large variety network connections from commercial satellite in our more remote locations to a full DS-3 connective in the Washington, D. C. headquarters. The Service has a requirement for an integrated, multi-layered video capability that would support: Video broadcasting from the below locations to a static and mobile user base of 9000+ employees -Washington, D.C. (Department of Interior) -Arlington, VA (Headquarters) -Hadley, MA -Atlanta, GA -Denver, CO -Albuquerque, NM -Sacramento, CA -Portland, OR -Bloomington, MN -Anchorage, AK -National Conservation Training Center, Shepherdstown, WV Flexible, multi-site, video teleconferencing and video broadcast capable of enhancing communications among all Service locations using existing video teleconferencing equipment, desktops and a variety of smart phone and mobile devices Video traffic, whether traditional video teleconferencing or broadcast, should efficiently use the limited network bandwidth of the Service Wide area network. Multicast of streaming video is preferred. The capability to record video broadcasting, video conferencing and web conferencing events for later rebroadcasting or video library. Broadcasting, rebroadcasting and video library (video products) must meet all federal mandated regulatory requirements to meet the Americans with Disabilities Act. The Service would need the capability to effectively store, edit and manage the content for video products. The video products should be available on demand through variety equipment to include computers, smart phones and other mobile devices The Service will be required to store all recorded events with the ability to share the files with government and non-government agencies This is a Request for Information (RFI) as defined in FAR 15.201(e). The purpose of this RFI is to identify current and emerging technologies capable of meeting the requirements listed above Additionally, the Service desires a recommendation on what would be needed to integrate this equipment within the existing Department of the Interiors and the Services Information Technology infrastructure. Any recommendations must be designed and implemented with an enterprise approach and flexible to enough to allow a multi-phased, multi-year implementation. 2. Project Description: This project, when fully implemented will permit Service leadership to address all Service employees from anywhere, anytime using a variety IT devices. Communications can be one-to-one, conferencing or broadcasting. The successful solution should be designed to enable minimal set up time with minimal notification. The USFWS currently owns a Cisco Codian 40 port video bridge and approximately 100 video teleconferencing systems spread out across the Service. These systems are typically manufactured by Tandberg, Cisco or Polycom. The Services video teleconferencing infrastructure is primarily internet protocol based with limited dial in ISDN capable. These systems operate in standard definition limited to 384KB duplex video stream. The Service vision for the Unified Video Communications project is to continue to use our existing video systems and to leverage the latest technologies in video conferencing and broadcasting to a variety of computers and mobile and smart devices. The current capability requires scheduling time for systems and facilities. The desired design still includes these systems and facilities, but will also be able to establish video communications ad hoc or on-the-fly with one or multiple parties. 3. Request for Information: This Request for Information must include: The capabilities of existing and emerging technologies that meet the project description above. At least three case studies on how this technology is being used today by organizations with similar diverse and distributive architectures like the Service A recommended architecture that could be integrated with the Services existing IT architecture Capabilities of extending 2-8 cable TV channels (national news, CSpan, etc.) to the desktop An overview of the financial investment needed to implement, operate and maintain the recommended architecture. This overview should anticipate an initial investment the first year with further expansion in the next 5-years. Included in the costs, the overview should capture recurring costs, licensing, technical refresh, training and personnel full-time equivalent requirements The service provider and service provider deliverables must adhere to DOI information security policy.
