- PRESOLICITATION NOTICE 68 - Permetherin Treatment Services 313310 - Textile and Fabric Finishing Mills M67854-13-R-1031 This Presolicitation Notice is being posted in advance of Solicitation No. M67854-13-R-1018 for the Permetherin Treatment Services. The forthcoming solicitation will be issued as a 100% small business set-aside. Information contained in this notice is subject to change. No proposals are being requested at this time. The Marine Corps System Command (MARCORSYSCOM), Product Manager for Infantry Combat Equipment (PdM ICE), has a requirement for the capability for a contractor to factory permetherin treat USMC Flame Resistant Combat Ensembles (FRCE). The permetherin treatment should be a durable treatment that binds with the FRCE fabric, provides bite protection out 50 launderings and improved bite protection capabilities over the current FRCE. The permetherin treated FRCE should demonstrate at a minimum 70% bite protection for the life of the FRCE without altering the comfort or degrading the performance of the FRCE. The estimated maximum quantity is 850,000 FRCE sets (trousers and blouses). The NAICS code is 313310, Textile and Fabric Finishing Mills, with a size standard of 1,000 employees. The Government anticipates awarding a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to no more than one (1) offeror that is capable of permetherin treating at least 450,000 sets of FRCE within twelve (12) months of contract award. The ID/IQ contract will cover a two (2) year ordering period. Evaluation factors will be set forth in the forthcoming solicitation. Potential offerors are advised that Evaluation will require offerors to submit an EPA Registration for permetherin treatment. Solicitation Number M67854-13-R-1018 is anticipated to be issued within the next thirty (30) days and will be posted on the internet at the Federal Business Opportunities website located at the following address: https://www.fbo.gov. The online version of the solicitation will include all documents of the solicitation package. No hard copies of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a proposal. Proposals will be due no later than thirty (30) days after solicitation issuance. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the solicitation has been issued. Offerors shall submit ALL questions in writing to juan.c.gomez4@usmc.mil. No phone calls will be accepted. Offerors may be required to provide detailed information certifying compliance. In order to be eligible for award, interested parties much be registered with System for Award Management (SAM), https://www.sam.gov.
