- Ground Whole Air Collector System-Lite (GWACS-L) DESCRIPTION: This Sources Sought Synopsis (SSS) is for market research and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This SSS does not commit the Government to contract for any supply or service. Interested parties are advised that the U.S. Government will not pay any costs incurred in response to this SSS. All costs associated with responding to this SSS will be solely at the interested parties expense. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL A FORMAL REQUEST FOR PROPSAL IS POSTED TO THIS WEBSITE. The Air Force Intelligence, Surveillance, and Reconnaissance Agency (AFISRA) is issuing this Sources Sought Notice for the production of an air collection system in support of the Materials Technology Directorate (TM) for the Air Force Technical Applications Center (AFTAC). This request for information is to gain knowledge of interest, capabilities, and qualifications of various companies to provide design and manufacturing support for an air collection system. The anticipated contract is for final design and production of one (1) unit plus an option to produce up to two (2) additional units. In order to successfully perform the required services, the contractor must be able to demonstrate the capability to provide the following: 1. Expertise in the design and manufacture of advanced technology air collection systems; 2. Expertise and unique knowledge of AFTAC laboratory analytical processes and procedures for the TM mission; 3. A SECRET clearance is required for this work; 4. Must be able to demonstrate clear and sound organizational and management methods; and 5. Travel may be required as directed by the Government to attend technical working group meetings to support the mission. The North American Industry Classification Systems (NAICS) Codes proposed for the requirements are 332510 and 541330. The small business size standard in number of employees is 500 for NAICS 332510 and $14.0M for NAICS 541330. The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Please submit a Statement of Capabilities packet with brief information about your company and business size. The capabilities packages should be brief and concise, yet clearly demonstrates the ability to meet the stated requirements. Capabilities, facilities, experience or other available personnel as well as past performance on similar contracts must be included. The capabilities packet should be no longer than ten (10) pages including graphics, tables, or photographs. Not responding to this Sources Sought does not preclude participation in any future solicitation, if one is issued.
