- The Naval Surface Warfare Center Carderock Division located in Bethesda, MD has a requirement for the purchase of a Short-Term Lease/Rental of a large inland waterway barge or spud barge to provide an economical and efficient way of testing sea state conditions for the period 02/18/2013 “ 04/30/2013. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a formal solicitation will not be issued. E-mail or mailed proposals are acceptable. Facsimile proposals will not be accepted. In accordance with FAR Subpart 16.4, this is a firm-fixed price contract. This requirement is unrestricted and will be competed as full and open competition under the applicable North American Industry Classification System (NAICS) code 488330 Navigational Services to Shipping. The solicitation number is N0016713T0014, and is being issued as a Request for Quote in accordance with the procedures of FAR Part 12 “ Acquisition of Commercial Items and FAR Part 13 “ Simplified Acquisition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-64 January 18. 2013. Terms of the procurement are FOB Destination to Newport News, VA and James River Reserve Fleet, Yorktown, VA. Inspection and acceptance by Government. In order to be eligible for award of this purchase order, offerors must be registered with the System for Award Management (SAM) located at https://www.sam.gov/portal/public/SAM, with completed Representations and Certifications. Offerors not registered in SAM and/or do not submit a completed copy of FAR Provision 52.212-3 will not be eligible for award. Offerors interested in responding to this requirement must provide a quote which addresses all of the requirement as identified in the attached Statement of Work (SOW). All questions shall be submitted in writing via email to Pat Perzella, Acquisition, at patricia.perzella@navy.mil. The Government does not anticipate extending the due date for receipt of proposals, therefore, review the Request for Quote and these instructions thoroughly so all of your concerns/questions can be addressed. Bethesda, MD 20817 It is the responsibility of the contractor to monitor FedBizOpps (http://www.fbo.gov) for the issuance of any amendments to the solicitation. Quote packages are due by 5:00 p.m. EST on 06 February 2013. The Government intends to award a single firm fixed price (FFP) purchase order. Quotes must be submitted via mail or email to patricia.perzella@navy.mil. Quotes will not be accepted by any other means. Late quotes will not be considered. A cover sheet must be included with each quote submission and include, at a minimum, the following information: -Name of company and address -POC (name, telephone number, email address) -DUNS number -Acknowledgement of latest amendment (if applicable) -
