- W15QKN-13-X-A005 The U.S. Army Contracting Command - New Jersey at Picatinny Arsenal, on behalf of the Office of Project Manager Combat Ammunition Systems (OPM CAS), is seeking information from all interested parties regarding their capability to Load, Assemble, and Pack (LAP) the 155mm XM1123 Infrared (IR) and 155mm XM1124 Visible Light (VL) Illuminating Projectiles. The XM1123 and XM1124 are new Illuminating Projectiles that will incorporate a Canister Loading Assembly from the current 155mm M1066 IR and 155mm M485A2 VL Projectiles, respectively, along with a Drogue Parachute into an M483A1 carrier. The Canister Loading Assembly consists of a Candle, Main Parachute, Delay and Secondary Expulsion Charge. In addition, ancillary metal parts will be used to accommodate the larger internal volume of the M483A1 carrier. The Government is considering an approach in which all of the components indicated below would be Government-furnished to the LAP facility. The party performing LAP would be responsible for final LAP of each projectile in accordance with the requirements for LAP and Quality Specifications. Government-Furnished Components to the LAP Facility: M483A1 Projectile Metal Parts (aluminum ogive, steel body, aluminum base) Canister Canister Base Assembly Candle (both IR and VL) Main and Drogue Parachutes Delay Expulsion Charge Assembly and Expulsion Charge Cup All ancillary metal parts (sleeves, supports, spacers keys, expulsion cup) The USG is seeking feedback from interested parties on technical capabilities, production lead time and recurring Rough Order of Magnitude (ROM) prices to LAP each projectile in the quantities and timeframes indicated below. The respondents to this market survey shall show these prices individually and they shall include top-level business assumptions behind the individual prices, as well as any Non-Recurring Engineering (NRE), facilitization or tooling costs. Respondents are advised that no funding will be provided for preparation of the ROMs or submission to the USG. Interested respondents may obtain a Compact Disk entitled quote mark XM1123/XM1124 Draft Tech Data Package (TDP) quote mark upon request and coordination with the Point of Contact (POC) listed below. A signed Non-Disclosure Agreement (attached), a signed and completed Form 1350 (attached), and a valid DD Form DD2345, at a minimum, is required in order to receive a copy of the TDP. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal or an obligation on the part of the US Government. All information submitted will be held in a confidential status. No award will be made as a result of this market survey. The Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The Government is not obligated to notify respondents of the results of this market survey.
