(Posted January 29, 2013)***** ******************************************************************* PRESOLICITATION NOTICE/SYNOPSIS. THIS PROCUREMENT IS BEING SOLICITED UNRESTRICTED, FULL AND OPEN COMPETITION. Project Name : Dome Rehabilitation, Phase IIA (Project No. 900265HA) Project Magnitude : Between $85,000,000 and $110,000,000. (See FAR 36.204 Disclosure of the Magnitude of Construction Projects). ***SPECIAL NOTICE TO INTERESTED OFFERORS*** The Architect of the Capitol (AOC) is hosting an Industry Day to familiarize offerors with this project and the AOC. This event will be held in the Congressional Meeting Room - South at the U.S. Capitol Visitor Center in Washington, DC, on November 20, 2012 at 2 p.m. (local time) and is open to all interested firms. This event is free of charge. Offerors who wish to attend are requested to pre-register by Thursday, November 15, 2012 via email to jkuhl @aoc.gov. Due to limited seating and capacity, registration is limited to two (2) attendees per firm. Please note food and drink are prohibited in the Capitol Visitor Center; for a complete list of prohibited items list please visit www.visitthecapitol.gov. Project Overview: The Architect of the Capitol (AOC), Washington, DC, hereby notifies all interested offerors of its intent to issue a solicitation (Request for Proposal) for construction. Specifically, the AOC seeks the services of a highly qualified contractor under a Firm-Fixed-Price contract for the provision of professional painting, metal repair/casting, and lead abatement for the exterior surfaces of the U.S. Capitol Dome's cast iron structure; and the installation of a temporary interior hanging scaffolding fall arresting system for the Dome Rotunda interior. Work under this project involves the mobilization/demobilization of a material lay-down compound, the repair and restoration of historic ironwork, lock & stitch, welding, joint caulking & sealing, metal casting, lead paint abatement from a complex structure adjacent to occupied work areas, and the design/engineering /fabrication /installation of access systems on an existing roof with limited load capacity, site staging, ornamentation removal/re-installation, glass repair/replacement, dome gutter repair, full dome scaffolding system & scaffold bridging, material hoist system, on-site on-going activities coordination, surface preparation, spot priming and the sequential repainting of the interior and exterior surfaces of the Dome outer shell and interior lighting, power, mechanical, communications and fire alarm systems. This work shall also include, but is not limited to the repair and reseal of ironwork and joints to prevent moisture penetration, repair cracks, HVAC paint fumes control, HAZMAT control and disposal, full lead-based paint abatement of exterior surfaces including; columns, metal plates, window mullion, Statue of Freedom base, and other exterior fenestration surfaces; cast iron repairs; selected roof repairs; loose chipped lead-based paint will be removed and properly disposed as described by law. Work also includes providing existing foliage and grounds protection for the project duration while accessing the site and within the staging area. The project will consist of base contract work with 2 options. All work (base and options) is currently subject to the availability of funds. Base contract work is anticipated to be executed in Fiscal Year (FY) 2013. Option No. 1 is anticipated to be executed in FY 2014 and Option No. 2 is anticipated to be executed in FY 2015. Offerors are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR). However, this procurement will be solicited using a Request for Proposal (RFP) as outlined in FAR Part 15, which will result in the Best Value to the Government. Instructions to offerors and the Government's evaluation process will be further detailed in the forthcoming solicitation. The Government intends to award a single Firm-Fixed Price construction contract resulting from this solicitation. The RFP, and any subsequent amendments, will be issued in electronic format only and will be available for download on or about December 7, 2012 on the Federal Business Opportunities website ( www.fbo.gov ). For security reasons, the AOC is NOT permitted to post or electronically transmit drawings. Therefore, the RFP's associated plans and specifications will be provided on compact disc to interested offerors only upon request and subject to the requirements set forth herein. To obtain a copy of the plans and specifications, firms must provide their written requests via FAX to 866.489.4458 or via e-mail at jkuhl @aoc.gov. Offerors shall mark their request attention Mr. Jeffrey Kuhl, Contracting Officer; identify the AOC's solicitation number, full company name, mailing address, telephone number, and a contact person. Please be advised the date for posting the solicitation to www.fbo.gov is estimated and that the actual posting may occur after the estimated date. Offerors shall address any/all questions in writing to Mr. Jeffrey Kuhl, Contracting Officer, via email at jkuhl @aoc.gov. IT IS THE RESPONSIBILITY OF THE OFFEROR TO MONITOR THE FBO WEBSITE FOR ALL CHANGES TO THE SOLICITATION OR FOR INFORMATION RELEASED BY THE AOC.
