- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government intends to enter into a Firm-Fixed-Price (FFP) contract with Sunair, 3131 SW 42nd Street, Fort Lauderdale, FL 33312, CAGE 12338, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that Sunair is the original equipment manufacturer and is not willing to sell the data rights for the complex high frequency data capable radio assemblies. Procurement from any other source would result in an unacceptable high risk to the government and would jeopardize timely delivery of a satisfactory end product, currently estimated at sixteen months delay and the safety of troops on the ground in-theatre. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. Naval Surface Warfare Center, Crane Division, does not currently have an approved technical data package for this item; please do not submit requests. This proposed procurement is for 20 sets of AN/TSQ-269 Mobile Tactical Air Operations Module (MTAOM) Systems and associated hardware. The High Frequency (HF) Radio Sets and associated hardware provide HF radios with data communications capability that is necessary for positive aircraft control, including during combat air support. The MTAOM is a vehicle/shelter based system that provides the interfaces to adjacent and higher command agencies. This acquisition is under North American Industry Classification System code (NAICS) 334290 - Other Communications Equipment Manufacturing. Solicitation will be issued for an anticipated FFP contract. Delivery terms are 180 days after effective date of order with F.O.B: Destination, Inspection and Acceptance: Destination. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors submitting proposals to the solicitation must be properly registered in the Government(s) Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in accordance with FAR 4.11 in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
