- FBO CLOSES FEBRUARY 19, 2013 @ 12:00 PM The Internal Revenue Service (IRS) intends to issue a delivery order on a sole source basis to LPR Publications, 747 Dresher Road, Dept. 490, Horsham, PA, 19044-0980 for the period March 1, 2013 through February 8, 2014. The work to be performed under this contract consists of connecting via the Internet to the on-line Federal Employment Data System, known as cyberFEDS. This system is designed for researching federal employment case law, statutes, regulations ad related materials. CyberFEDS has general unique attributes that others do not. CyberFEDS offers the following unique features: * Case index numbering system which is a copyrighted system that enables users to speed and focus their research efforts by zeroing in on the specific issues they seek by searching on the appropriate index number. This indexing system, which comes from the full test reporters, has bee used by federal sector professionals since 1982. Therefore users can continue to research using the same index numbers in cyberFEDS. * Labor arbitration database including the capability for statistical analysis of arbitration awards by prevailing parties * A newsletter library that consists of a growing series of periodicals published by various government agencies * A government ethics database which consists of government ethics advisory opinions and related case law * CyberFEDS also has the capability of adding agency-specific documents, such as the IRS Negotiated Agreement to the database. * CyberFEDS is designed specifically to meet the needs of personnel in the labor-employee relations function, whose decision making must be based upon the most u-to-date information available. * Since this is an on-line system, user ID's and passwords are required for access. All access to the system will be controlled by the Office of Workforce Relations Division, National Office. Initial users have been sent to the company and have been set up on the system. Upon request, the company will provide the Office of Workforce Relations Division with a list of users, which the Office will review. If "unauthorized users" are found on the list, the Office will request the company to delete access for those users. Requests for new users will be approved by the Office of Workforce Relations Division before access is granted. Quote should include resume of the proposed on site contract/research manager and at least three (3) corporate references, Federal Tax ID Number and DUNS number if available. Award will be based on price and other factors. All quotes shall include price(s); FOB point; a POC (name and telephone number); GSA contract number if applicable; business size and payment terms. All Treasury contractors are required to be registered in the DOD Central Contractor Registration (CCR) database prior to receipt of award. Quotes over 10 pages in total will not be accepted by facsimile. If no responses are received, award will be made to LRP Publications.
