General Information The Department of Veterans Affairs Medical Center (VAMC), 2300 Ramsey Street, Fayetteville, North Carolina 28301 is seeking a qualified Service-Disabled Veteran-Owned Small business (SDVOSB) A/E firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for project 565-13-109, Replace Air Handling for Lab, Radiology, and Pharmacy which includes replacing AHU1, AHU3, and AHU4 and all associated ductwork, piping, and controls. This procurement is restricted to Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541330 and small business size standard of $14 Million. Magnitude of Construction is between $1,000,000 and $2,000,000.00. This is a 100% Service-Disabled Veteran-Owned Small Business Set Aside. The anticipated award date of the proposed A-E Contract is on or before June 30, 2013. Potential contractors must be registered in SAM (www.sam.gov) and visible/certified in Vet Biz (www.vetbiz.gov) at time of submission of their qualifications in order to be considered for an award. As a prospective offeror or bidder for this Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside, you are verifying your company meets the status requirements of a SDVOSB concern as established by 38 CFR Part 74. NOTE - Offerors are referred to VAAR Clause 852.219-10(c)(1): "Services (except construction) at least 50 percent of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns". In order to assure compliance with this clause, all firms submitting a SF 330 for this Sources Sought Notice are required to indicate what percentage of the cost of contract performance will be expended by the concerns employees and in which discipline(s) and percentage of cost of contract performance to be expended (and in what disciplines) by any other subcontracted or otherwise used small or large business entity(s). Any subcontracted or otherwise business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc). Scope of Work Replace Air Handling for Lab, Radiology, and Pharmacy Architectural/Engineering Design Services Project: 565-13-109 VAMC Fayetteville, NC 28301 Statement of Work I.General Intent II.Scope of Work III.Materials Provided to A/E after Award IV.Design Requirements V.Review Requirements and Time Frames VI.Construction Services VII.CAD Requirements I. GENERAL INTENT: Provide professional engineering services to include planning, consultation and visits, design work, preparation of contract drawings and specifications, preparation of cost estimates and provision of construction period services as necessary for all construction components for project 565-13-109, Replace Air Handling for Lab, Radiology, and Pharmacy which includes replacing AHU1, AHU3, and AHU4 and all associated ductwork, piping, and controls. The project will improve the current Facility Condition Assessment (FCA) scores of the mechanical equipment for those areas. The construction budget is $2,000,000. II. SCOPE OF WORK: This project will engage an Architectural Engineering (AE) firm to provide Contract Drawings, Specifications, Engineering Calculations, Construction Cost Estimates, and subsequent Construction Period Services for the above referenced project. The Design team is responsible for coordinating with the Contracting Officers Representative (COR) and appropriate VA personnel. Note: The VA Certification and Accreditation (C&A) requirements for the AE's computer system do not apply to this procurement, and a computer Security Accreditation Package is not required. Note to CO: Please insert provisions of VAAR 852.273-75 into procurement instructions for this solicitation. A. DEMOLITION: Demo all old mechanical equipment located in Mechanical/Electrical rooms and all mechanical material in the Lab, Radiology, and Pharmacy areas. B. NEW WORK: Provide Contractual drawings, specifications, construction cost estimate and subsequent construction period services for replacing all mechanical equipment and materials that serve the Lab, Radiology, and Pharmacy areas. Work includes providing new air handling units, piping, ductwork, DDC controls, drives, drain pans, and VAV boxes. Control work will require updating the VA DDC monitoring system located in Building 9. III. MATERIALS PROVIDED TO AE AFTER AWARD: A. PLANS: 1.The facility record drawings and AutoCAD files are available for the AE's use. NOTE: Not all record drawings are available on AutoCAD. Additionally, it is emphasized that the accuracy of facility record drawings must be field verified by the AE. Prints of any current as-built drawings shall be made available to the AE during any of his site visits if requested. The VA Engineering Department drawing files, large size copier and paper will be made available for use by the AE for this purpose. B. SPECIFICATIONS, STANDARDS, ETC: The project design shall be completed in accordance with this AE scope and all appropriate Department of Veterans Affairs (VA) standards, specifications, and other criteria otherwise required by the VA. The AE shall retrieve all VA design information and standards from the VA Facilities Web Site (http://www.va.gov/facmgt/standard). These documents and all national, state and local codes adopted and used by the VA shall be incorporated in the design of this project and reflected in the construction cost estimate. The following references, as applicable, shall be utilized for planning and design purposes: A.National CAD Standard Details PG-18-4 B.VHA Program Guide PG-18-3 C.VA Master Construction Specifications D.Structural Design Manual E.National Electric Code F.PG-18-13 Barrier Free Design Handbook G.Life Safety Codes H.Electrical Design Manual I.Government-furnished Record Drawings (AE to field verify conditions) J.PG-18-15 AE Submission Requirements. IV. DESIGN REQUIREMENTS: A.GENERAL: 1.The project shall be designed with viable deductive alternates equal to approximately 10 percent of the construction funding limitation to ensure construction award within program budget limitations. The number of deductive alternates shall be between three and seven. 2.Estimate of construction project costs and duration including simplified schedule to include progress and final inspections and all work required for the base bid and the bid alternatives. Cost estimates and schedules shall be revised for each design submittal. 3.Meeting Minutes: The AE shall take minutes of all meetings, conferences, site visits, etc. A copy of the minutes shall be provided to the Contracting Officer for a concurrence signature. 4.Contract Drawings: Provide fully developed Contract Drawings on AUTOCAD Version 2010 and provide DWG and PDF drawings via email and CD. Hard copy drawings shall be plotted at 1/8" or 1/4" scale, minimum. A larger, more appropriate scale shall be used for sections and details. The final contract drawings (as-builts) shall be black ink on E size (30" x 42") paper. (See also CADD requirements Section V.). 5. Specifications: Provide fully developed and edited specifications in a MICROSOFT WORD 2007 format. Specifications shall be printed on 8 ½" x 11" bond paper, font type Times New Roman, 12 pt. 6. Statement of Work: Provide fully developed executive summary of the construction work required with an estimated construction period MICROSOFT WORD 2007 format. Specifications shall be printed on 8 ½" x 11" bond paper, font type Times New Roman, 12 pt. 7.Construction Cost Estimate: Construction cost estimate shall be organized using the fifty (50) division format developed by the Construction Specifications Institute (C.S.I.). The Engineer shall use MICROSOFT EXCEL 2007 in preparation of the cost estimates. The cost estimate shall include various categories of work involved, quantities, and unit cost. The estimate shall also be based on the anticipated start date for construction, plus an inflation allowance for the Fayetteville, NC area for the anticipated time of bidding. B.DEMOLITION: 1.Show on the plans any equipment, components, and material to be demolished. C.ARCHITECTURAL: 1.Show space layout and ceiling gird layout. 2.Provide all necessary plan, detail, and section views as necessary to convey necessary construction work involved. D.ELECTRICAL: 1.On the plans indicate all new electrical systems and components. 2.On the plans indicate all new connections to the existing electrical systems both normal and emergency. 3.On plans indicate all new DDC control system work. E. MECHANICAL: 1.Show how on the plans the locations of all new HVAC equipment including air handler units, drives and pumps required. 2.Show on the plans the locations and sizes of all new ductwork, dampers, and vents. 3.Show on the plans the locations and sizing of all new piping and ductwork insulation. V. REVIEW REQUIREMENTS A.25% REVIEW: Schematic Contract Drawings, and Specification Sections 1.Two (2) full size Xerox copies or blue line prints of work completed to date. Indicate work remaining to be done and/or information yet to be incorporated. 2.One copy of proposed specification sections to date. Indicate work remaining to be done and/or information yet to be incorporated. 3.CD(s) and email AUTOCAD Version 2010 drawings, and specification sections. 4.25% design submission due 35 calendar days from the Notice to Proceed. B.50% REVIEW: Design Development Contract Drawings, Specifications, and Construction Cost Estimates 1.Three (3) full size Xerox copies or blue line prints of work completed to date. Indicate work remaining to be done and/or information yet to be incorporated. 2. Two copies of edited specifications to date. Indicate work remaining to be done and/or information yet to be incorporated. 3. CD(s) and email with AUTOCAD Version 2010, drawings, specifications, and construction cost estimates. 4.50% design submission due 35 calendar days from return of 25% review comments. C.99% REVIEW: 1.Three (3) full size Xerox copies or blue line prints of work completed to date. The drawings shall be complete in every respect and shall have been checked. 2.CAD drawing files shall be complete in every respect and shall be reviewed by the AE of record. File format and delivery shall be as outlined in CAD requirements Paragraph V. 3.Provide DWG and PDF drawings via email and CD. 4.One set of indexed and unbound specifications. Specs shall be complete in every respect and shall have been checked. 5.Two copies of construction cost estimate. Estimate shall be complete in every respect and shall have been checked. 6.99% design submission due 40 calendar days from return of 50% review comments. D.FINAL SUBMISSION: Issue 100% contract documents to VA: 1.Three full size Xerox copies or blue line prints of final drawings. Sheet size and title block shall be the same as the sample provided by COTR. 2.1 set original reproducible plans plus a copy of CD ROM in AUTOCAD Version 2010 format 3.Two sets of final indexed and bound specifications double sided and one copy of the specification sections in one document on the CD ROM in MICROSOFT WORD 2007, not individual documents. 4.On set of electronic PDF format drawings and specifications. 5.2 copies of the final description of work including base bid and all deduct alternates. Each item shall have cost and time included for that item of work. 6.Final submittal register plus a copy on CD ROM in Excel format 7.2 copies of typed Final cost estimate, plus a copy on CD ROM in Excel format. 8.100% Final design submission due 12 days from receipt of 99% review comments. VI. CONSTRUCTION SERVICES (starts once construction notice to proceed is issued) A.PRECONSTRUCTION MEETING: Participate and facilitate this meeting in conjunction with the Contracting Officer and COR, contractor, and representatives of the Building Committee as needed. At this meeting the staging area and work site rules shall be discussed again with the contractor (these should already be included in the specifications). Contract specifications should require a construction schedule submitted within 5 working days from the Notice to Proceed. B.BIWEEKLY SITE INSPECTIONS: Designer shall meet on a minimum of biweekly with the contractor, COR and others needed to inspect the progress of the construction and report any deficiencies to the same. C.CONSTRUCTION CHANGE ORDERS: Designer shall prepare the Statement of Work and Cost estimates (returned within 10 working days) as needed. D.SUBMITTTAL REVIEW AND LOGS: Designer shall prepare and maintain a log of key submittals and also of RFIs and provide the same to the Contracting Officer and COR. Reviewed submittals are to be returned within 10 working days to the COR. Designer is fully responsible for review of all submittals, retaining a record copy of submittals for turn over to the owner upon project completion, and communication with the contractor regarding any deficiencies or changes required to the submittals. E. MONTHLY PROGRESS MEETINGS: Designer shall hold formal progress meetings with contractor, contracting officer, and COR. At these meetings the agenda shall contain a narrative of work completed the previous month, work upcoming, submittals or RFIs outstanding, schedule update, any special coordination items requiring actions, and discussion of change orders or time extension requests. Again, minutes of this meeting shall be issued within 3 working days of the meeting. F. PROJECT CLOSEOUT: Designer shall receive notice of intent for final inspection from the contractor, and contractor shall propose a time and place for this to occur in conjunction with the Contracting Officer and the COR. Following the final inspection, the designer shall issue a punch list. Contract documents shall specify that the contractor has 15 working days to complete the punch list, and notify the designer for re-inspection. Following re-inspection and project acceptance the closeout phase will occur. Release of Claims for Design Project: Prior to the final payment under this design contract or prior to settlement upon termination of the design contract, and as a condition precedent thereto, the AE shall execute and deliver to the Contracting Officer a release of all claims against the Government arising under or by virtue of this contract, other than such claims, if any, as may be specifically excepted by the AE from the operation of the release in stated amounts to be set forth therein G. PROJECT DOCUMENTATION: Designer shall coordinate with the contractor to gather record copies of submittals, as-built documents, mechanical test and balance reports, maintenance manuals, coordinate owner training sessions, and provide the same to the owner. Upon completion of construction and incorporation of all revisions required to complete the record drawings, the following items shall be submitted: A.1 set of original reproducible as-built plans (30" X 42") plus a copy on CD-ROM in AUTOCAD Version 2010 format. VII. CAD REQUIREMENTS: A. DRAWINGS: Full size two-dimensional drawings, electronically submitted. The completed drawing files shall be fully operational in AUTOCAD Version 2010; a PDF copy will additionally be needed. B.DELIVERY FORMAT: Media and archive procedure for transfer of all drawing files to the office of Engineering Project Section shall be CD Read/Write Disk. No "thumb drives" will be accepted. C.NAMING CONVENTIONS: Files will be unique and use a maximum of 8 alphanumeric characters, the file name and extension will be separated by a period. The file layer structure will follow the VA approved standard "CAD LAYER GUIDELINES" Recommended Designations for Architecture, Engineering, and Facility Management Computer-Aided Design as prepared by The Task Force on CAD Layer Guidelines. * Pending Availability of Funds * November 1, 2012 Tysun Dostie Project Engineer Place of Performance: VA Medical Center located at 2300 Ramsey Street Fayetteville, NC 28301 Point of Contact: David Bullerwell Contracting Specialist 919-286-6903 David.Bullerwell@va.gov Evaluation Criteria Qualifications (SF330) submitted by each firm will be reviewed and evaluated based on the following criteria (listed in no particular order of importance) as required by Federal Acquisition Regulation (FAR) Part 36.602-1 and VA Acquisition Regulation (VAAR) Part 836-602-1: 1.Professional Qualifications necessary for satisfactory performance of required services; 2.Specialized Experience and Technical Competence in the type of work required including, where appropriate, experience in electrical, plumbing & mechanical design, experience in healthcare/medical facility design, energy conservation, pollution prevention/waste reduction, LEED and the use of recovered materials, ADA, NFPA 101 Life Safety, Interior Design, and Value Engineering & Life Cycle Cost Analysis; 3.Capacity to Accomplish the Work in the required time; 4.Past Performance: the past performance of the firm on contracts relevant in scope to the advertised project that were accomplished with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5.Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; 6.Implementation of the Design Quality Control Program and Program Management; 7.Estimating Effectiveness 8.Reputation and standing of the firm and its principal offices with respect to professional performance, general management, and cooperativeness; 9.Record of significant claims against the firm because of improper or incomplete architectural and engineering services; 10.Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Submission Requirements Qualified SDVOSB firms are required to submit two (2) hard copies of the SF 330s (which can be downloaded from www.gsa.gov/forms) and Supplemental Information (see Attachment 1), and one (1) CD which contains digital copies of the SF 330s and Supplemental Information. All packages shall be submitted no later than 3:30 PM, EST on March 6, 2013. All submittals must be sent to the attention of David Bullerwell (90C/Contracting), VA Medical Center, 508 Fulton Street, Building 3, Room 105, Durham, NC 27705. The submission must include an insert detailing the following information: 1.Dun & Bradstreet Number; 2.Tax ID Number; 3.The e-mail address and phone number of the Primary Point of Contact and; 4.A copy of the firms VetBiz Registry. The Contracting Officer is not responsible for not receiving submissions due to the offeror misaddressing the package or illegibility of the information. ATTACHMENT 1 SF 330 Supplemental Information Evaluation Criteria for AE Services Contract In addition to the submission of the SF 330, firms are required to provide the following supplemental information as part of total submission package. Submitting firms are to provide two (2) bound hard copies with tabs and one (1) CD which contain the SF 330s and the following documents. 1. Professional qualifications necessary for satisfactory performance of required services. a) Submission requirements: o Submit personal resumes that best demonstrate the firm's professional qualifications, including specific licenses and registrations relevant to the project requirements. o Complete and submit a summary disclosure for each discipline, principal, project manager, and other support personnel, for up to 10 employees covering disciplines offered, that will handle work for this project. Each resume package may not be longer than two (2) pages in length. b) Basis of Evaluation: o Evaluation of professional qualifications will include but is not limited to the subjective assessment of the firm's individual resumes as required in the sources sought. o Firms unable to demonstrate required qualifications necessary to perform designs may be considered non-responsive. Failure to provide requested data may negatively impact a firm's rating. o Higher ratings for this criterion may be given when the firm's specific personnel demonstrate excellent or very good credentials, above and beyond those usually expected. 2. Specialized Experience and Technical Competence in the type of work required including, where appropriate, experience in electrical, plumbing & mechanical design, experience in healthcare/medical facility design, energy conservation, pollution prevention/waste reduction, LEED and the use of recovered materials, ADA, NFPA 101 Life Safety, Interior Design, and Value Engineering & Life Cycle Cost Analysis. Specialized experience pertains to the types and volume of work previously or currently being performed by a firm that is comparable to the types of work covered by this requirement. a) Submission requirements: o Submit up to three (3) relevant projects, accomplished within the past five (5) years that best demonstrate your relevant experience to the sources sought requirements. Firm is at risk of receiving a lower rating if fewer than three (3) relevant projects are submitted. o Complete and submit a data summary sheet for each project. Each project data package may not be longer than two (2) pages in length and may include verbiage, graphics and photos. o Projects may include Federal, State, or local Government, as well as private industry projects. Firms are responsible for providing project description and applicable experience in sufficient detail to permit evaluation of project relevancy. b) Basis of Evaluation: o Evaluation of specialized experience will include but is not limited to the subjective assessment of the firm's resume of the type of work required in the sources sought. o Firms unable to demonstrate proven competence to perform this type of project may be considered non-responsive. Failure to provide requested data may negatively impact a firm's rating. o Higher ratings for this may be given when a proposal demonstrates project examples of excellent or very good examples of projects relevant to the sources sought. 3. Capacity to accomplish the work in the required time of 300 days. Identify the firm's past and present workload, and convey the understanding of being able to handle all work concurrently and within prescribed deadlines/constraints. a) Submission Requirements o Provide a narrative, (maximum of one 8 ½" x 11" page) that discusses the firm's approach to accomplishing multiple projects with emphasis on meeting prescribed deadlines. b) Basis of Evaluation: o Evaluation of this factor will be a subjective assessment of the firm's ability to clearly demonstrate an understanding of project goals and requirements set for the completion of this project and any additional work within prescribed deadlines. 4. Past performance of the firm on contracts relevant in scope to the advertised project that were accomplished with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Past performance relates to how well a firm has performed on substantially completed projects, within the past five years. a) Definitions: o Past performance is a measure of the degree to which a firm satisfied its customers in the past and complied with applicable laws and regulations. o Government agencies are defined as local, state, and federal entities. Higher ratings may be given for work performed on VA Medical Center campuses. o Private industry is defined as non-governmental clients. o The term "substantially complete" shall mean a fully designed project with construction of the facility/project more than 80% complete. b) The sources sought will require the following: o Firms shall have customers complete Past Performance Questionnaires (format to be left up to the firm submitting the SF 330) and submit directly to the Government. o Past Performance Questionnaires shall include specifics for each project submitted, but not be limited to, the following information: oProject description, Contract amount, Dates, and Client information; oProviding a dialogue and a resulting rating for the areas of Quality, Professionalism, Cooperativeness, Problems, Adherence to schedule, Cost control, and Customer satisfaction, and oAnswer the question - "Would you award this firm another contract?" o Firms shall have previous clients submit design and construction projects Past Performance Questionnaires that are the same as the projects included in its proposal for Relevant Experience. Ensure correct phone numbers and email addresses are provided for the client point of contact. Failure to provide requested data or to provide an accessible point of contact may negatively impact a firm's rating. NOTE: Past Performance Questionnaires that were completed for previous submissions can be re-used so long as they reference the projects that have been submitted in the firms' proposal for Relevant Experience. o Completed Past Performance Questionnaires are to be emailed or faxed directly to the Government Contracting Officer. In order for the client evaluation to be considered, the Past Performance Questionnaires must be received no later than the due date/time of the SF 330 packages. o The design firm shall have a minimum of three (3) past performance questionnaires submitted by their clients. o Firm to submit Past Performance Questionnaire to clients that: oAre knowledgeable of the firm's past performance. oAre willing to be interviewed by the Government using the past performance questionnaire. o Firms are encouraged to describe problems encountered on projects submitted for past performance and describe the corrective action taken to resolve the issue(s). c) Submission requirements: o Submit up to three (3) relevant projects design complete or substantially construction complete within the past five (5) years and best demonstrates your relevant experience to the sources sought requirements. Firm is at risk of receiving a lower rating if fewer than three (3) relevant projects are submitted. o Questionnaires. Firm is at risk of receiving a lower rating if fewer than three (3) Past Performance Questionnaires are received. d) Basis of Evaluation: o Failure to provide requested data or to provide an accessible point of contact (POC) may negatively impact a firm's rating. o The evaluation of past performance will include but is not limited to the assessment of the firm's commitment to customer satisfaction, timely delivery of quality work, the firm's record of conforming to specifications, successful implementation of quality control procedures; adherence to schedules; and history of reasonable and cooperative behavior. o Firms unable to demonstrate proven competence to perform projects similar to the requirements of this sources sought may be considered ineligible for award. o Higher ratings for this may be given when a proposal demonstrates excellent or very good ratings for past performance and customer satisfaction on projects relevant to the sources sought. o Evaluating past performance may include information provided by the firm, inquiries with previous customers, Government databases (Past Performance Information Retrieval System (PPIRS), Architect-Engineer Contract Administration Support System (ACASS)), and any other publicly available sources. o While the Government may elect to consider data obtained from other sources, the burden of providing detailed, current, accurate and complete past performance, experience, and safety information rests with the firm. 5. Location in the general geographical area of Durham, NC and knowledge of the locality of the Durham VAMC. a) Definitions: o Knowledge of the locality is defined as familiarity of applicable codes and regulations in place for the project. b) Submission requirements: o Provide a narrative, (maximum of one 8 ½" x 11" page) that discusses the firm's location. c) Basis of Evaluation: o Firms that cannot be on site at the VA Medical Center in Durham, NC within a two hour response time will be given a lower rating than those firms that can. o Firms that can meet the two hour response time from Durham, NC will be given the minimum acceptable rating. o Firms that can be on site at the VA Medical Center in Durham, NC within 90 minutes will be given a higher rating. o A subjective determination of the firm's statement of knowledge of the locality and how it was obtained relative to the requirements of this solicitation. 6. Implementation of the Design Quality Control Program. Identify the roles and responsibilities of the major personnel of the firm and depict the understanding and implementation of Quality Control procedures for this project. a) Submission Requirements: o Provide a narrative, (maximum of two 8 ½" x 11" pages) that discusses the firm's approach to this project with emphasis on the envisioned role of the design team with regard to Quality Control. b) Basis of Evaluation: o A subjective determination of the firm's statement of knowledge of Quality Control and how it will implement Quality Control procedures relative to the requirements of this solicitation. o Higher ratings may be given for this factor when information provided exceeds the minimum requirements. 7. Program Management Process/Plan. Identify the roles and responsibilities of the major personnel of the firm and depict the lines of communications envisioned for the design tasks between the firm and with the Government. a) Submission Requirements: o Provide an organizational chart (no larger than 11" x 17") depicting the relationships between the firm and all partners and/or subcontractors/consultants to be associated with this solicitation and identifying each of the firms key positions/personnel and their role in managing work for this project. o Provide a narrative, (maximum of one 8 ½" x 11" page) that discusses the firm's Program management approach to this project. b) Basis of Evaluation: o Evaluation of this factor will be a subjective assessment of the firm's ability to clearly demonstrate an understanding of the projects goals and requirements and set forth a realistic approach for the design of the project. o Higher ratings may be given for this factor when information provided exceeds the minimum requirements. 8. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. a) Submission Requirements: o Provide a narrative (maximum of one 8 ½" x 11" page) that addresses any claims, disputes, lines or judgments against your firm for instances where there have been design errors, deficiencies and/or omissions AND the steps your firm took to resolve the issues and the ultimate outcome. o Provide a statement if item 8 above is not applicable to your firm. b) Basis of Evaluation: o Evaluation of this factor will be an objective assessment of the firm's ability to provide clear, concise, accurate design drawings and specifications free from design errors, deficiencies and/or omissions AND a subjective assessment of how well the firm managed situations when these issues were encountered. o Higher ratings will be given to firms that have not had any of the issues mentioned in item 8 above; however, firms with no performance history will be scored lower than those firms with significant performance history and none of the issues in item 8. o A lower rating will be given to firms that have experienced issues that resulted from design errors, deficiencies, and/or omissions, but resolved the matter to the satisfaction of the Government and/or customer. o Firms that were unable to amiably resolve issues that arose from design errors, deficiencies and/or omissions will not be considered eligible for competition. 9. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. a) Submission Requirements: o Provide a narrative (maximum of one 8 ½" x 11" page) that addresses any partnering, teaming, or subcontracting relationships your firm has and how long members within your firm have worked with one another b) Basis of Evaluation: o Evaluation of this factor will be a subjective assessment of the firms relationships and how well the firm works as a team within their organization and with other partners, teams, and subcontractors. o Higher ratings will be given to firms that clearly demonstrate organizational health and cooperation with other teams, partners, and Government and industry personnel (customers), and that can show the personnel assigned to this project to have successfully performed together as a team on past projects. o A lower rating will be given to firms that cannot demonstrate organizational health and cooperation with other teams, partners, and Government and industry personnel (customers), and that are unable to show the personnel assigned to this project as successfully performing together as a team on past projects. FAILURE TO CLEARLY ADDRESS ALL LISTED EVALUATION CRITERIA AND INFORMATION REQUIRED BY THE SUBMISSION REQUIREMENTS ABOVE MAY RESULT IN REJECTION OF THE SUBMISSION. After the evaluation of SF330 submissions in accordance with the evaluation criteria, at least three of the most highly qualified firms will be chosen for interviews to present their approach to the design to arrive at selection of the number one firm for negotiations. The contract is anticipated to be awarded in June 2013. The Government will not pay nor reimburse any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL; NO SOLICITATION PACKAGE WILL BE ISSUED UNTIL AFTER AN EVALUATION HAS BEEN MADE ON THE PROVIDED SF-330.
