Previous Posting with changes are located at: The National Park Service (NPS) has issued Modification 2 to the Solicitation of a Prospectus to operate Lodging, Food, and Beverage, Retail and Other Services at Peaks of Otter with an option to include Operations at Otter Creek or Doughton Park or Both within the Blue Ridge Parkway. Modification 2 provides one additional answer to a question asked by the due date of January 2, 2013: Is there an environmental report available for Peaks of Otter, Doughton Park, and Otter Creek that addresses any asbestos, lead, underground fuel tanks, etc. on the properties? All documents related to the Prospectus are still available on the National Park Service Commercial Services website: http://concessions.nps.gov/prospectuses.htm. All offers must be received by the NPS at the following address no later than 4:00 p.m. on February 6, 2013 in order to be evaluated and considered for an award of a concession contract. Please send proposals to: National Park Service, Southeast Regional Office, Attn: Commercial Services Office AFC, 1924 Building, 100 Alabama Street, S.W., Atlanta, GA 30303 To request a copy of the prospectus to be delivered via Federal Express, send a check for $50.00 payable to the National Park Service to Mark Morgan at the address listed above. Please include a physical address (no post office box) and telephone number. You may also pick up a printed copy at the Superintendents Office at Park Headquarters for $45.00 (checks only). If you have already obtained a copy of the Prospectus or choose to retrieve a copy from the NPS website please notify mark Morgan via email at Mark_Morgan@nps.gov, so you are placed on the mailing list to receive notifications of any future modifications or other correspondence. One additional site visit questions and answers for Solicitation CC-BLRI011-13 Q: Is there an environmental report available for Peaks of Otter, Doughton Park, and Otter Creek that addresses any asbestos, lead, underground fuel tanks, etc. on the properties? A. It is not clear what is meant by the term environmental report so we are unable to state whether the requested document is or may be available. However, the NPS has reviewed pertinent records concerning the existing Concession Facilities and found the following information: The Service has reason to suspect there is asbestos or asbestos-containing building materials (ACM) in pipe insulation and the 8x8 floor tiles in the basement of the Bluffs Coffee Shop at Doughton Park. However, the Service has not performed any testing to either confirm or deny the presence of asbestos or ACM in the Bluffs Coffee Shop at Doughton Park. In 1987, the Bluffs Service Station at Doughton Park had a release of gasoline, which was documented, mitigated, and monitored through the installation of ground water wells. In 2006, the Bluffs Service Station at Doughton Park ceased to operate and the three (3) underground fuel storage tanks (UST) were removed. In 2007, a Type II ground water monitoring well was installed at the Bluffs Service Station at Doughton Park. Records show that monitoring ceased in 2010. The Service does not know whether further monitoring (or any other mitigation measures) is required on this site. The North Carolina Department of Environmental and Natural Resources (NCDENR) has advised the Service that Forever Resorts is still the responsible party.
