Description
1. CONTRACT INFORMATION: This contract(s) is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on their demonstrated competence and qualifications for the required work. This constitutes the only announcement. The U. S. Army Corps of Engineers, Kansas City District, intends to issue an Indefinite Delivery contract for Specialized A-E Support to Risk Management Center on Dam, Levee and Flood Risk Management Structures within the U.S. Army Corps of Engineers. The solicitation will be available through the FedBizOps website at www.fbo.gov. Each firm(s) technical proposal will be due August 7, 2012. Required services consist of administrative and programmatic support, foreign language engineering and scientific translation, facilitation (consensus building, conflict resolution, collaborative decision making, and state of the science), technical and expert analyses and design support for the Corps of Engineers' dam, levee and flood risk management structures safety programs and the mission of the Institute for Water Resources Risk Management Center programs primarily within the U.S. Army Corps of Engineers, United States and territories. The work may include projects within the continental United States and outside of the continental United States. This procurement is unrestricted, and is open to all businesses regardless of size. The applicable North American Industrial Classification System (NAICS) code associated with this procurement is 541330-Engineering Services. The small business size standard for this NAICS code is $14.0 million. The Kansas City District will manage the contracts. One or more separate Indefinite Delivery Contracts (IDCs) will be negotiated and awarded to the most highly qualified A-E firms. The contract(s) will have a base period of three years, with one option for a period of two years. The maximum duration of each contract shall not exceed five years. Each contract's total value shall not exceed $6,000,000. Work will be issued by negotiated Firm-Fixed-Price (FFP) task orders. The maximum task order amount is $3,000,000. Award of the first contract is anticipated in second quarter of FY 2013. The method used to allocate task orders among contracts will consider the requirement, firm's experience, capacity, and proximity of the firm to the project. If a large business is selected for a contract award, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The subcontracting goals for the Kansas City District are: (1) at least 50.0% of a contractor's intended subcontract amount be placed with a small businesses (SB), including small disadvantaged businesses (SDB) and women-owned small businesses (WOSB); (2) at least 17.0% of a contractors intended subcontract amount be placed with SDB; (3) at least 18.0% of a contractors intended sub contract amount be placed with WOSB; (4) 10.0% placed with HUBZone small businesses; (5) 8.5% placed with Veteran Owned small businesses; and (6) 4.0% placed with Service Disabled Veteran Owned Small Businesses. The plan is not required with this submittal. The wages and benefits of service employees (reference FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). Register via the CCR Internet site at www.ccr.gov or by contacting the DOD Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT INFORMATION: The required A-E services will relate to dam, levee, and flood risk management structure analyses, design, and construction. They will include, but are not limited to: a. Consulting, analyses, and design services including expert elicitation for: risk methodology and policy development; risk analyses and screenings; Issue Evaluation Studies; Feasibility Studies; Base Condition Risk Assessments; safety modification studies; formulation of modification alternatives; construction sequencing, techniques, activities, evaluations and methodologies; periodic assessments; determination of total and incremental risk reduction benefits that can be realized from corrective actions; and other studies and evaluations under the dam safety, levee safety and flood risk management programs. b. Independent expert reviews, but not as the lead in Independent External Peer Reviews. c. Geographic information services and Computer Aided Design and Drafting (CADD) services. d. Administrative and programmatic support, foreign language engineering and scientific translation, meeting/project team and technical facilitation (consensus building, conflict resolution, collaborative decision making, and state of the science) and risk communication support. It is expected that expertise in geotechnical engineering, hydraulics and hydrology, geology, geomorphology, mechanical engineering, electrical engineering, structural engineering, economics, consequence determination, environmental, geographic information systems, and computer aided design and drafting will be required to support the program. Project-specific requirements will be described in each individual task order's Statement of Work. Multiple task orders may be awarded with similar completion schedule and overlapping delivery dates for task orders within the continental United States and outside the continental United States. 3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A through E are primary and will be evaluated for all offerors. Criteria F and G are secondary and will only be used as quote mark tie-breakers quote mark among firms that are essentially technically equal firms. A. Specialized Experience and Technical Competence: For this selection criterion, projects performed by the offeror (the prime or a Joint Venture partner) will receive additional consideration over those performed by other members of the proposed team. In Section F of the SF 330, cite whether the experience is that of the prime (or Joint Venture partner), a consultant or an individual. For each project, indicate the estimated percentage involvement of each firm on the proposed team. (1) Experience in USACE and/or Bureau of Reclamation risk analysis processes and risk informed decision based flood risk management services in the categories listed in Section 2 quote mark Project Information quote mark above related to life safety risk involving dams, levees and flood risk management structures. The basis of the evaluation will be the information in Section F of the SF 330. Project descriptions shall clearly state extent of design completed by the submitting firm (for instance, preparation of design-build package, 100% design, etc.). Firms showing work experience related to specific, complex dam, levee and flood risk management structures will be given additional consideration. Firms with international experience will also be given additional consideration. Projects completed since January 2009 will be given additional consideration. Projects completed before January 2005 will not be considered. (2) Experience in USACE and/or Bureau of Reclamation risk analysis processes and risk informed decision based water and water-related computational analyses, studies or services in the categories listed in Section 2 (Project Information) above involving: a.) River, channel, and stream hydraulics & hydraulic analysis of open channel flow, including steady and unsteady state conditions, using Hydrological Engineering Center and other industry accepted software. b.) Hydrologic studies including rainfall runoff analysis using Hydrological Engineering Center and other industry standard software. c.) Water supply or reservoir yield analyses for water supply planning or design documentation. The basis for the evaluation will be the information in Section F of the SF 330. Firms showing varied work experience will be rated higher. Projects completed since January 2009 will receive higher ratings. Projects completed before January 2005 will not be considered. (3) Management of quality control. Describe the firm's quality management procedures in Section H, Block 30 of the SF 330. The evaluation will assess: (1) quality control coordination between disciplines and subcontractors; and (2) quality control procedures such as type and timing of reviews, and who the reviewers are. A detailed quality control plan is not required with this submission but will be required after award of a contract. B. Professional Qualifications: Qualified professionals in the following key disciplines with significant career experience in dam and levee safety risk management and USACE and/or Bureau of Reclamation risk analyses and risk informed decision making processes: geotechnical engineering, geology, hydrologic engineering, structural engineering, economic analyses, consequence determination, hydraulic engineering, civil engineering, cost estimation, facilitation (consensus building, conflict resolution, collaborated decision making, and state of the science), project management, mechanical engineering, electrical engineering, geographic information systems, and drafting. The evaluation will consider recent and relevant experience, education, and registration (if applicable). The basis of the evaluation will be the information in Section E and H of the SF 330. The firm should indicate in the project section the list of personnel worked on project. The SF 330 Section G, shall include a matrix showing experience of the proposed personnel on the projects listed on the SF 330. The SF330 should be complete and specifically address the requirements of this announcement. Firms shall present a proposed organization chart and a narrative describing how the organization will function. Functions to be subcontracted shall be clearly identified by subcontractor or entity and their office location (specify the address of the office and key point of contact). Include in your submittal the DUNS number and CAGE code for each firm listed in the SF 330. C. Past Performance Past performance of the firm in general and specifically on work related to USACE and/or Bureau of Reclamation risk analysis and risk informed decision processes on DoD and other government contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. Letters of commendation from customers addressing your firm's cost control, quality of work and schedule compliance capabilities may be included in Section H of the SF 330. Letters should be for projects of a similar nature to those described in Section 2 above and shall be no older than three years to be considered.. D. Experience with geographically diverse conditions across the United States and its territories: Geographical diversity of experience of the following key discipline lead designers: (1) River, stream, soil and climatic conditions (key disciplines are hydrologic engineer, hydraulic engineer, geotechnical engineer, structural engineer, and geologist); (2) Construction methods (key disciplines are geotechnical engineer, structural engineer, civil engineer, and geologist). (3) Construction climate impact on cost estimating (key discipline is cost estimator). The basis of the evaluation will be the information in Section E of the SF 330. Demonstration of geographical diversity in the listed projects will be given additional consideration. E. Capacity to Accomplish the Work: Availability of an adequate number of expert personnel in the following key disciplines with significant career experience in dam and levee safety risk management and USACE and/or Bureau of Reclamation risk analyses and risk informed decision making processes: geotechnical engineer, geologist, hydrologic engineer, structural engineer, economist/consequence specialist, hydraulic engineer, civil engineer and facilitator (consensus building, conflict resolution, collaborated decision making, and state of the science). The basis of the evaluation will be the number of personnel in the key disciplines listed in Part II of the SF 330. SB and SDB Participation: Extent of participation of small businesses (including women-owned), small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimate effort. G. Equitable Distribution of Work: Volume of DOD A-E contract awards in the last 12 months, with the objective of effecting an equitable distribution of DOD A-E contracts among qualified firms, including SB and SDB. 4. SUBMITTAL REQUIREMENTS: Interested firms having the capabilities and qualifications to perform this work must submit two copies of SF 330 Part 1, and two copies of SF 330 Part II for the prime firm and all consultants to the attention of the Contract Specialist at the address identified below no later than 2:00 P. M. The response date to submit complete packages will be August 7, 2012. This date and time will be strictly enforced and late packages will not be considered. Accordingly, firms are advised to plan for potential delays in delivery including, but not limited to, weather, traffic, building security, etc. No e-mail or facsimile submittals will be accepted. The SF 330 Part 1 is limited to seventy five (75) 8.5 quote mark x11 quote mark pages, not including tabs/page dividers or table of contents. Pages in excess of 75 copies of the SF 330 Part 1 will NOT be considered. Minimum font size is 12. Include the firm's DUNS number in SF 330, Part 1 Section H. In SF 330, Part 1, Section H must describe owned or leased equipment that will be used to perform this contract, as well as CAD capabilities. Submit a completed Part II for the firm, key sub-consultants, Joint Venture Partners and Teaming Partners. A Part II of the SF 330 is required for each branch office of the offeror and any subcontractors that will have a key role in the proposed contract. Please note that a separate SF 330 Part I is not required for each sub-consultant. Solicitation packages are not provided and no additional project information will be given to firms during this announcement period. This is not a request for proposal.
