- The US EPA intends to procure on a sole source basis with Cedarville Engineering Group, LLC for the following services: soil taxonomic, site characterization, soil hydrologic measures, and basic fertility chemical analysis on samples taken by the contractor in multiple urban sites. The soils extracted for sampling will require identification to the lowest possible taxonomic level, using a range of soil taxonomic classifications. This research will provide more specific data to be used in a report titled "Urban Soil Taxonomic Descriptions and Characterization of Soil Properties Applied to the Sustainable Use of Vacant Land" for the US EPA's Office of Research and Development, National Risk Management Research Laboratory which is being prepared under a separate order awarded to Cedarville Engineering Group, LLC. The nature of the acquisition requires a contractor that possesses the unique capability of handling all phases of urban soil site characterization, soil hydrologic measures, indentifying soils to a taxonomic resolution and quality that is consistent with samples collected in previous years and to carry out basic chemical/fertility (texture, organic matter, CEC, etc.) laboratory analysis. This includes handling all administrative tasks (site selection-in collaboration with the US EPA, right of access, permissions) related to site work in urban core areas including, though not limited to Cleveland OH, Detroit MI, Omaha NE, Philadelphia PA, and the Pacific Islands (including Hawaii). The necessity for this variety of sites across the country allows a cross section of soil types to be analyzed. Cedarville Engineering Group, LLC. has unique capabilities that are specific to the taxonomic(s) for conducting site soils identification. Cedarville Engineering Group, LLC has experi ence with the exact nature of this work based upon its experience in the urban soil taxonomic classifications based upon previous contracts with the US EPA. No other contractor is known to have the experience and required expertise in this collaborative effort for gathering data that will be of use to the urban environment for meeting the challenge requested by US EPA's Regional Office under Consent Decrees for reducing stormwater flow to/and within their communities. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is February 25, 2013.
