- This is a Sources Sought Synopsis announcement for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a Request for Proposal (RFP) and no contract shall be awarded from this synopsis. The U.S. Army Corps of Engineers Europe District (EUD) anticipates the issuance of a Request for Proposal the first quarter of calendar year 2013 and the award of a construction services contract during the second quarter of calendar year 2013. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of interested construction firms who have the capabilities to complete and perform a contract of this magnitude, and to address any questions, recommendations, or concerns from Industry. Description of Services: The U.S. Army Corps of Engineers Europe District may conduct a competitive procurement for a contractor to provide construction services within Israel. The Government requires a Design Build contractor to design and construct steel piles in a marine environment. The key disciplines required for this construction services include directional drilling, submerged construction and casting of precast concrete elements. Within the construction of this Project, the Design Build contractor will carry out precast and/or cast in situ concrete works. The concrete works include the production of concrete stones for the protective mattresses and sinkers for the feeding cables. The works include manufacturing, construction and driving of the piles in an open sea marine environmental condition, assembling a steel system on top of the protective system of the piles and cap. The works include execution of foundation layers, supply, casting, transport and assembling of reinforced concrete and steel pipe towers, casting of mass concrete blocks, land and sea transporting and assembling underwater of all elements (the towers are located at water depths of 22 and 32 meters), as indicated in the contract drawings. During the project, it is required to implement infrastructure tasks to connect the various segments. The system includes landline and marine segments. Each landline system (segment) connects to 2 (two) marine segments. Scope of work includes: * Supply and installation of cable / connectivity according to specifications; * Infrastructure works in indoor and outdoor path / routes; * Implement underground digging and layout of pits and cables in accordance with the specifications and cable manufacturer guidelines; * Implement horizontal drilling from shore point to underwater point; and * Laying and anchoring of the cable / connectivity The estimated magnitude of construction is between $5,000,000 and $10,000,000. The maximum contract duration of construction is anticipated to be 180 calendar days from Notice to Proceed. The North American Industrial Classification System Code (NAICS) is 237990. Foreign Military Sales Requirement: The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. The contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only, in accordance with 41 U.S.C 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms. Any joint-venture must be with another U.S. firm. Interested Offerors shall respond to this Sources Sought/Market Survey Synopsis no later than 15:00 hrs (CET) 6 February 2013. Interested Offerors must submit their qualification statement verifying their experience and capability to perform the required work.
