- THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY AND SHALL NOT BE CONTRUED AS A SOLICITATION OR AS AN OBLIGATION BY THE GOVERNMENT. The Social Security Administration (SSA) is performing market research to determine potential 8(a) Contractors capable of providing services related to Systems Operations Support. The North American Industry Classification (NAICS) Code assigned to this requirement is 541519 (Other Computer Related Services), with an associated Size Standard of $25.5M. The purpose of this notice is to identify potential 8(a) Small Business concerns that may be interested in and capable of performing the work described. This notice does not constitute a solicitation for offers, nor is it a pre-solicitation notice. SSA will not pay for any information submitted in response to this notice, nor will the SSA return any information submitted. Information submitted by parties other than 8(a) Small Business concerns will not be considered. The Government will not publish any results of this market research, such as lists of interested parties. SSA requires Systems Operations Support Service (SOSS) on a day-to-day basis, which provides operational support to more than thirteen (13) divisions. This requires contractors to provide support to SSA sites in Durham, North Carolina, Falls Church, Virginia, Woodlawn, Maryland, and - beginning in 2014, Urbana, Maryland. The general scope of work and support includes, but is not limited to, security support, help desk support, operations support, storage and facilities support and LAN support services. Security support includes, but is not limited to; (1) providing user support for the determination, diagnosis and resolution of remote access problems; (2) providing Smartcard imaging support; (3) providing VPN laptop/user account testing support; (3) monitoring console systems to conduct data correlation and analysis to determine security breaches and policy violations; and (4) remediating security vulnerabilities on SSA's Enterprise Network hosts. Help desk support includes, but is not limited to; (1) providing systems programming support needed to administer, customize and troubleshoot CICS architecture; (2) making application code changes, updates and upgrades necessary to modify or update software platforms maintained by SSA's Software Staging and Migration Team; (3) testing infrastructure and configuration management and software distribution solutions; (4) supporting the operation, maintenance management and documentation for a large-scale computer tape operation; (5) providing data transmission, security, end user and programming support to Federal Office of Child Support Enforcement applications; (5) creating, editing and maintaining a variety of technical and non-technical documents; (6) providing technical support to agency staff; (7) providing support for the optimization and enhancements of the Change, Assess and Problem Reporting System (CAPRS); (8) providing support and problem resolution for the continued technical configuration analysis, operations process development, hardware/software integration/installation; (9) providing logistical planning support for new/relocated assets; (10) providing application support; (11) providing technical support for SSA telephone systems; (12) analyzing batch production problems; (13) establishing and implementing systems, products and architecture design; (14) providing tape/crypto key management and mainframe support. Storage support includes, but is not limited to; (1) providing technical support; (2) creating, implementing and administering backup policies for Open Systems; (3) providing storage management and analysis support; (4) assisting in the design, administration, maintenance and support of storage infrastructure. Facilities support includes, but is not limited to supporting the facilities management of SSA's raised-floor computer room environment. LAN Support includes, but is not limited to; (1) providing on-site support, hardware reconfigurations, hardware/software installations and SMS implementation; (2) providing problem analysis, troubleshooting, diagnostics and installation support to the LAN administrator; (2) providing support for server replacements and upgrades to server operating systems; (3) managing and supporting hardware environments; (4) providing 1st and 2nd- level problem determination support. 8(a) Concerns responding to this Sources Sought Notice must: 1. Indicate their company's applicable small business status category based on the size standard above. 2. Provide capability statements which includes your companies entry-level to senior-level on-site information technology operational services. Interested parties should send their corporate capabilities with experience/reference documentation via e-mail to Timothy.Ely@ssa.gov no later than 1PM EST, 2/8/2013. RESPONSES SHALL NOT EXCEED TEN (10) PAGES IN LENGTH; not including the cover page. Font shall not be smaller than industry standard word processor 12-point Times New Roman. Submissions in formats other than e-mail (facsimile, mail, telephone calls, simple references to websites, etc...) will not be considered. Further, requests to meet with the Contracting Officer or SSA programmatic officials to discuss this notice will not be granted.
