- Sole Source J&A (redacted). NOTICE OF INTENT Justification & Approval (J&A) is included with this notice. This is a notice that the Government intends to award a Sole Source contract to Delta Scientific Corporation to conduct troubleshooting survey for crash gates on Incirlik AB, Turkey. The service agreement includes test equipment, travel, and lodging. The equipment to be surveyed is physically located on Incirlik AB, Turkey. The requirement is to travel to Incirlik AB to conduct a troubleshooting survey of the Apron B and Apron C crash gates (Delta Scientific Corp. #TT280 model). Delta Scientific Corp. is to conduct a survey of what needs to be done in order to repair the gates to full operating condition and provide a detailed report at the conclusion of their survey. The equipment can only be troubleshot by Delta Scientific Corp. personnel because they are the only company certified to work on their equipment. The solicitation is not competitive and will be a Sole Source Award. This notice is neither a request for quotes nor a solicitation of offers; however, vendors believing that they can provide equal or better service may submit in writing a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is the best interest of the Government. Responses must provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. All information submitted should support the offerors capability to provide the service required, and shall be furnished at no cost or obligation to the Government. All responses must be received by 7 February 2013. Responses must be emailed to SSgt Ronald Thompson (ronald.thompson@incirlik.af.mil ) or Ms. Faye Ritter (faye.ritter@incirlik.af.mil).
