- Contract work consists of new work dredging within the Delaware River and placement of beachfill material on Broadkill Beach, Delaware: a) dredging work shall include dredging of the Miah Maull and Brandywine Ranges of the Delaware River main channel from Station 438+200 to Station 512+000; b) dredging shall be required to a depth of 45 feet MLLW plus 1-foot allowable over depth within the contract limits; c) the side slope dredging requirements for this project are 3H to 1V within the dredging contract work limits; d) the beachfill work shall include the placement of approximately 1,800,000 cubic yards of dredged material covering a total of approximately 15,000 linear feet of beach; e) satisfactory beachfill material will be pumped from the Delaware River main channel for nourishment of the existing beach and dune system; f) installation of new sand fence; the planting of dune grass; and the re-construction of pedestrian, vehicle and handicap dune crossovers; g) Government-furnished borrow area available for use under this contract is the Delaware River main channel located approximately 10 miles off Broadkill Beach. All material for beachfill work shall be obtained from this approved location only; h) award of this contract is subject to the availability of funds. NOTE: A Pre-Solicitation Conference for all interested bidders will be conducted on Wednesday, February 13, 2013 at the Delaware Department of Natural & Environmental Control, Division of Watershed Stewardship located at 901 Pilottown Road, Lewes, Delaware 19958. The conference will begin at 10:00 a.m. Immediately following the conference, all interested bidders are invited to visit Broadkill Beach. Directions to the beach will be provided at the conference. Attendees must provide their own transportation to the conference and the beach. All attendees must pre-register for the conference by submitting their name and company affiliation to Ms. Sandi Fletcher at Sandra.G.Fletcher@usace.army.mil. Solicitation Number W912BU-13-B-0003 will be issued on or about 3 April 2013 with bid opening date of 21 May 2013 at 11:00 a.m. The period of performance is approximately 180 calendar days. Estimated cost range of the project is between $25,000,000.00 and $100,000,000.00. The NAICS code for this project is 237990 (SIC 1629) with a size standard is $20.0 million. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $100,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. All contractors must be registered in the DODs Central Contractor Registration (CCR) database as required by DFARS 204.7300.
