- Description: This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses (including certified 8 (a), Small Disadvantaged, and HUBZone firms; Veteran and Service-Disabled Veteran owned small businesses, women owned small businesses) to provide necessary technical support services. This requirement will conduct studies, assessments, analyses, evaluations, reviews, conferences, and workshops for a wide variety of issues related to health, sciences, and technology. Areas of study may include various program assessments; explore gaps in information, policy and scientific reviews, and/or congressionally mandated studies. The contractor will be required to provide: 1. Forums & Roundtables: The forums and roundtables bring together leaders in government and industry, scientists and other experts from academia, practitioners, representatives of public interest groups, and consumers. 2. Consensus Studies: A consensus study is the result of a consensus committee's deliberations in regard to a specific request from the study's sponsor. After discussing the issue of concern, the committee addresses those issues in a consensus report. 3. Stand Alone Workshops: A stand alone workshop brings together stakeholders from a host of backgrounds to discuss important health issues in an open forum. Workshops may result in workshop summaries and reports, but these reports may not issue recommendations. 4. Standing Committees: A standing committee, composed of experts in their field, guides the work on a relatively narrow subject area but does not issue reports. Standing committees may be established for unspecified terms, anticipating a sponsors' need for continuing advice. 5. Fellowships: Cultivation of leadership and enhances policy making by building a core of sophisticated experts through several highly regarded fellowship programs Qualified contractors must satisfy the following minimum requirements. Provide a detailed description of your company's experience and demonstrated abilities to deliver each and every one of the following requirements: 1. Perform studies/analysis mandated by Congress 2. Conduct forums, roundtables, standing committees, consensus studies on a variety of issues related to health sciences and technology for the Institute of Medicine of the National Academies. 3. Provide unbiased and authoritative advice to decision makers and the public. 4. Provide the following reports: Consensus Report, Letter Report, Workshop Report, and Workshop Summary. In addition the contractor must possess: 1. Provide personnel that may require access to sensitive data, regular access to HHS-controlled facilities and/or access to HHS information systems, the Government may require that this effort entail a background investigation. Contractor Performance: The performance for this contract may take place on site at HRSA headquarters in Rockville, MD, at one or more of the HRSA Regional Offices, or offsite at the contractor's facilities. The performance will take place between standard business hours of 8:00 AM to 5:00 PM, Monday through Friday on non-Federal Holidays. Overtime hours will not be authorized and Government Property may or may not be furnished. An Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated for 60 months, including option years. The previous source for this contract is the National Academy of Sciences (NAS). Interested small business offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents capacity and capability to perform the specific work required. Responses must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above at a sufficient level of details to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above while in compliance with FAR 52.219-14 ("Limitations of Subcontracting"). Failure to definitively address each of these factors will result in finding that respondent lacks capability to perform the work. Responses shall be limited to ten (10) pages and must include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail address of individuals who can verify the demonstrated capabilities identified in the responses. 3. Business size for NAICS 541611(size standard $ or number of employees) and status, if qualified as an 8 (a) firm (must be certified by the SBA), Small Disadvantaged Business (must be certified by the SBA), Woman-Owned Small Business, HUBZone firm (must be certified by the SBA),and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation,LLC,Partnership, etc.) Companies also must be registered in the Systems for Award Management (SAM https://www.sam.gov/portal/public/SAM/ )to be considered potential sources. 5. Identification of the firms GSA Schedule contract (s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a Government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation such as letters or certificates to indicate the firm's status (see item #3, above). Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this notice must be received by the Contract Specialist named below not later than 4:00 PM EST on January 19, 2013 for consideration. The information should be emailed to Ralph M. Vallone at rvallone@hrsa.gov. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and HRSA may contact one or more respondents for clarifications and to enhance the Government's understanding. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
