Notice Type: Sources Sought Request For: Capability Statements (not proposal) Posted Date: January 30, 2013 Response Date: Febraary 6, 2013 Reference Number: LSC20130011 CAPABILITY STATEMENT INSTRUCTIONS AND EVALUATION CRITERIA: NEW ACQUISITIONS PRCOESSING AND OFF-SITE STORAGE SUPPORT PROGRAM (NAP) The Collection Access, Loan and Management Division (CALM) within the Library of Congress (LOC) is conducting market research on services of human resources necessary to perform the activities in following initiatives: New Acquisitions Processing (NAP); Selecting and Pulling Items for Off-Site Storage; Off-site Storage Facility Processing; Fixed location/Alternative shelving Arrangement Processing; Shelfreading; Preservation-related Activities in the Library Buildings on Capitol Hill and the Library's off-site storage facilities at Fort Meade, MD and Landover, MD. This sources sought notice is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The Collection Access, Loan and Management Division (CALM) anticipates awarding a five year Firm Fixed Price (FFP) contract with a base year and four options years. The Collection Access, Loan and Management Division (CALM) seeks capability statements from all sources. CALM reserves the right to choose blind and disabled veterans. Capability Statement Instructions: In response to the attached Draft Statement of Work (SOW), CALM hereby solicits capability statements from eligible contractors. These statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 12 point font). Contractors should include up to three resumes in the appendix. Only resumes for key personnel that would work on the contract are to be included. Each resume should clearly document that individuals have the experience and expertise described below. Each resume should be no longer than 5 pages. The resumes will not be counted as part of the 5 pages of the capability statement. The capability statement should describe the collective expertise of key personnel, in each of the following areas: The capability statement should describe the qualifications and experience of key personnel, as well as related corporate experience and capacity, in each of the following areas: Project Manager: • Have at least two (2) years experience working in a major research library with over 1 million volumes supervising a staff of 20+FTE, including shelf maintenance and bibliographic projects • Have one (1) year experience working with ILS/MARC records, preferably Voyager; • Possess the ability to train and review the work of others; • Possess the ability to address performance and personnel issues; • Have the ability to compile statistical data to produce daily, weekly, monthly and annual reports of work reviewed; • Have good interpersonal skills, both written and oral communications skills. Assistant Project Manager: • Have at least one (1) year experience working in a major research library with over 1 million volumes supervising a staff of 20+FTE, including shelf maintenance and bibliographic projects; • Have one (1) year experience working with ILS/MARC records, preferably Voyager; • Possess the ability to train and review the work of others; • Possess the ability to address performance and personnel issues; • Possess the ability to compile statistical data to produce daily, weekly, monthly and annual reports of work reviewed; • Have good interpersonal skills, both written and oral communications skills.
