Propeller shaft drawing Couplings drawing Propulsion system drawing Propulsion system drawing This is a Sources Sought Synopsis (SSS)/Request for Information(RFI) for market research purposes only. The 325th Contracting Squadron, Tyndall Air Force Base, Florida, is seeking to gather information on the availability of heavy duty marine diesel propulsion engines, marine reverse gears, propeller shafts, and propellers sold as a package for repowering two(2)120 ft. USAF Missile Retrievers (MR). The Government is seeking information on the most current and reliable propulsion systems which can be procured as a complete package which shall include engines, reverse gears, propeller shafts, props and sold as a package for two shipboard installations. The vendor/manufacture shall offer standard commercial warranties and provide extended warranty information for the propulsion and reverse gear units with a warranty repair response time between 6 to 24 hours. The engine vendor/manufacture shall provide adequate maintenance training for up to six (6) maintainers for familiarization/upkeep and intermediate maintenance of the engines. The current propulsion engine package aboard each MR consists of four (4) 16-V92 marine twin turbo after cooled Detroit Diesel engines. The horse power rating for each engine is 1400 BHP. Disclaimer: This SSS/RFI is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal) or a promise to issue a solicitation in the future. We are seeking and are open to all types of small business participation. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This SSS/RFI does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. Any resulting procurement action will be the subject of a separate, future announcement. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Program Requirements: 1. Marine Diesel Engines: 9 2. Reverse Gears: 9 3. Propeller Shafts: 8 4. Propellers: 10 5. Fuel Polishers: 3 6. NAICS: 423860 The following propulsion system and components are being looked at for potential future procurement: Marine Diesel Engines (see Atch 1 Propulsion System) shall be rated marine heavy duty; high speed engines which shall meet all IMO/EPA/Tier 2 and EU Stage III A Emission compliance ratings. The marine diesel engines shall be: twelve (12) or sixteen (16) cylinders with VEE design, four stroke, right or left hand rotation with output break horse power (BHP) ratings of not less than 1400 horse power at full rated RPM loads. The marine diesel engines shall be adaptable to fit current engine bed frames which have an incline of 12 degrees (see Atch 2 Propulsion). The marine diesel engines should not exceed 76.8" L x 60" H x 44.9" W. The engines shall have complete electronic throttle/reverse gear control packages which can be retrofitted into the engine room, forward and aft wheelhouse stations. The engine shall have heat exchanger cooling units (salt/fresh water) that can be removed, disassembled, cleaned, and reinstalled by onboard maintenance personnel; electronic governors; 12 or 24 volt single starter systems; twin turbochargers with after-cooled aspiration systems which have single exhaust piping systems exiting from the rear of engines (with exhaust flanges, gaskets and fasteners necessary) to attach to twelve (12) inch stainless exhaust outlet flanges; fuel coolers, closed re-circulating oil crankcase breather systems; resilient engine mounting systems (with required securements); engine lifting support brackets (for easy engine removal); and electronic monitoring system packages for oil pressure/ temperature, coolant, RPM gages, etc. Oil change intervals shall not be less than 250 operating hours. The total dry weight of engine shall not exceed 7.5K lbs. The engine shall have a proven history of not consuming more than 75 gallons of fuel per hour at full load rated RPMs. The marine diesel engines shall be capable of enduring periods of idle time which has been proven not to cause internal engine components wear due to washing. The engines warranty periods shall not go into effect until the engines have been placed into service. The engine warranty periods shall have a normal warranty period of three years with the availability of an additional two year warranty. Reverse Gears shall have the capability to attach to the above marine diesel engine. A spacer between the engine and gear shall be allowed to ensure the gear fits properly to the diesel engine being procured. The gear shall be heavy duty in design with the capability of operating in the reverse mode for forward movement of left hand rotation propellers. The gear shall be lubricated with the same oil type that is lubricating the diesel engines. The reverse gears shall require a matched set of (shaft to gear) couplings plus steels coupling keys and securements necessary to attach gear to shaft 4" coupling. (Note: see Atch 3 Couplings.) Securements for the shaft coupling shall be provided with the package. The gear shall be capable of operating with maximum allowable coupling alignment of 11/2 thousandths space per 1 inch of shaft diameter unless a new design is available for gear to shaft attachment. The gears shall have resilient rear mounting. The reverse gears shall have warranty periods of not less than 36 months and the warranty period shall not go into effect until the gears are placed in service. The response time for warranty repairs for the reverse gears shall not be more than 24 hours once contacted by the user. The marine reverse gear currently being operated aboard the 120 ft missile retrievers are ZF BW 255 gear with gear ratio of 2.460: 1. 4" Aqua Met 17 prop shafts : The propeller shafts diameter size shall be identical to the existing shafts (see Atch 4 Propeller Shaft) and the shaft coupling shall be fitted to the shafts by using good marine practice standards. Nonmetallic keys for the propeller key ways shall be provided. All necessary propeller securements shall be provided for each propeller shaft. Propellers : The number of propellers needed is estimated as follows: five (5) right hand rotation and five (5) left hand rotation propellers. Note: The propellers shall only be required if the replacement propulsion system dictates an upgrade. Note: Current propellers are D40xP48x 4 bladed x 4" diameter tapper shaft opening. Eight (8) propellers shall be properly fitted to its particular propeller shaft (80% prop to shaft fit) and identified as such. One right hand and one left hand propeller shall be utilized as spares and requires 80% prop to shaft fit. The propellers shall be identified with stamped pitch and diameter markings. The vessel is designed to cruise at 28 knots. Fuel Polishers : The fuel polishers shall meet all Caterpillar/MTU minimum specification requirements. The fuel polishers shall include all hoses, fitting, mounting securements, gauges, and installation accessories necessary to install and make the units fully operational once engine repower has been completed. A design/installation and operating instructions shall be provided for review prior to procurement proceedings. This RFI is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Requests for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this RFI. This office does not intend to award a contract on the basis of this RFI or reimburse respondents for information solicited. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the U.S. Air Force in developing its acquisition strategy. Requested Information: Vendor responses should include: 1. Technical Specifications. Describe logistical capabilities to commercially package engine and engine components and provide shipping transportation for these items. 2. Current past performance within the last 3 years. Describe your company's past experience on previous requirements similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. Warranty Information. Describe your standard and extended warranties and return process for goods furnished to the government for items similar in nature to this requirement. 4. Estimated pricing. 5. Training. 6. Technical Engineering Support. a. Describe any technical engineering and installation support that shall be provided during installation and sea trials periods. b. Describe any drawings/blue prints, technical installation instructions, and guidance that shall be provided to a chosen shipyard (located not more than 250 miles from Tyndall AFB FL). c. Describe any technical representative support which shall be made available through onsite visits during the installation period to the chosen shipyard to ensure suggested manufacturing installation procedures/instructions are being followed. d. Describe any technical reports that shall be provided to the AF during onsite technical representative inspection site visits and the technical representative's availability by phone, e-mail, or in person to support AF representative and shipyard personnel during the installation period. e. Describe engineering/technical support that shall be provided at the beginning of installation and at sea trials. f. Describe any areas of this RFI which have been overlooked including parts, securements, gages, controls, special equipment, measurements, etc., which would be a disruption to the repower/installation process. g. Describe any calculation data which shall be provided which would ensure the vessel shall not be reduced in speed as a result from your intended repowering package. h. Describe in detail the fuel polisher system and if a day tank shall be required for the polisher to operate properly. i. Describe in detail what type of propeller shafts packing glands would be acceptable if the current packing gland require replacement. Current propeller shaft packing gland boxes are the drip type with packing pusher with multi rounds of graphite packing. j. Describe in detail suggested spare parts list needed fot the first 180 days of upkeep for the repower package. Responses: Only interested firms who believe they are capable of providing the above mentioned supplies and services and can meet these requirements are invited to indicate their interest by providing: a) Company name, company address, DUNS Number, overnight delivery address (if different from mailing address), Cage Code, point of contact, e-mail address, telephone number, and fax number. b) Business size. c) Affirmation of qualified personnel. All responses shall be unclassified. All interested contractors must be registered in the System for Award Management (SAM) government website at www.sam.gov to be eligible for award of Government contracts. Submission of Information: All submissions should be in Microsoft Word for Office 2007or a compatible format. Responses to this RFI shall be unclassified. Telephone or verbal inquiries regarding this notice will not be honored. All restricted information SHALL be clearly marked. Responses to the RFI will not be returned and no feedback or evaluations will be provided to companies regarding their response to this RFI. Please submit any questions you may have concerning this RFI by 2:00 PM CST on 6 February 2013. Questions and answers will be posted. All interested parties are invited to submit a response to this RFI on or before 3:00 PM CST on 19 February 2013.
