- Engine Starter, Air Turbine for B-2 Aircraft; AMC code 4P. This acquisition is sole-source to Honeywell. The rights to use the data needed to purchase this part from additional sources are not owned by the government and cannot be purchased, developed, or otherwise obtained. Surplus Material is not acceptable and will not be considered for this acquisition. NSN: 2995-01-441-1056 FW. OEM Code: 59364. PN: 3505568-14-1. Description: Air Turbine Starter is supplied by air from the APU, external air source, or by cross-bleed engine air and is controlled by the ATSCV. The ATS drives the AMAD and attached accessories for maintenance mode and main engine start, the ATS on main engine start is disengaged when the ATS reaches 13,200 to 13,860 RPM. Approximate dimensions are 24 inches length, 18 inches width, 16 inches height, 51 pounds weight. Material is aluminum alloys, titanium and steel shafts. Quantity: Best Estimated Quantity - 5 each; Range MIN 1/MAX 8. Destination: SW3211, Tinker AFB OK. Delivery Schedule: On or before 10 December 2014. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Interested parties are invited to call the Ombudsman at (405) 734-8241. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. Based upon market research, the Government is not using policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Electronic procedures will be used for this solicitation. Request for Written Quotation/Proposal will be issued. Only written or faxed requests received directly from the requestors are acceptable.
