Redacted AAR-47 CJ&A 09-161C Rev 1 The Naval Air Systems Command (NAVAIR) awarded a combination Cost-Plus-Fixed Fee (CPFF) and Firm-Fixed Price (FFP) delivery order under NAVAIR BOA N00019-09-G-0013 to Alliant Techsystems Inc., Clearwater, FL for logistics support (Phase IV) and technical services to be provided in support of the AAR-47 Program. Phase IV performance efforts include, but are not limited to: Non-warranty repair support of Navy AAR-47 Sensors, Computer Processors (CPs), Control Indicators (CIs), Depot Level Test Sets (DLTS), Countermeasure Signal Simulators (CSS), and Background Data Recorder Capability (BDRC) CPs, test and evaluation support of AAR-47 Navy assets, AAR-47 technical support to Government activities associated with the AAR-47 Program, and the production and delivery of 1,000 Microprocessor (MP) Circuit Card Assemblies (CCAs). This action was awarded on a sole-source basis to Alliant Techsystems Inc., Clearwater, FL. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort was solely within the discretion of the Government. GENERAL INFORMATION: Alliant Techsystems Inc. is the sole designer, developer, and manufacturer of the AAR-47 Missile Warning System (MWS), and is the only qualified source which possesses the requisite knowledge, experience, and technical data required to perform this requirement in a timely and cost effective manner.
