Description
THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Solicitation number M67001-13-Q-0058 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This solicitation is a 100% small business set-aside. The North American Industrial Classification System (NAICS) code for this requirement is 611420, Computer Training and the small business size standard is $7.0 Million. This acquisition is being conducted in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. MCIEAST, Contracting Department, Camp Lejeune Office intends to procure Customized Contractor support Information Technology and Assurance training. This requirement is critical to ensure Marines physically separated in a tactical or garrison environment, and from different units, are able to effectively work through technical processes established and defined by a common and authoritative syllabus. The Government anticipates award of a Firm-Fixed Price contract. Please refer to Attachment 1 for the period of performance and date of services. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. A vendor's quote must be written in a logical, practical, clear, concise and logically assembled manner, containing all pertinent information in sufficient detail to provide the evaluators with a clear understanding of the vendor's approach and to permit evaluation of the proposed program. It is the responsibility of the vendor to present enough information to allow the various work efforts, support, and management approaches to be meaningfully evaluated without discussions. The vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct conversations if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotations if such action is in the public interest; accept other than the lowest quotation; and waive informalities and minor irregularities in quotations received. A quote must be internally consistent or the quote will be considered unrealistic and may be considered unacceptable. Evaluation of the technical approach will be based upon the extent to which the vendor thoroughly and accurately describes the overall technical solution. The Government will award a single contract resulting from this request for quotes to the responsible vendor whose quote, conforming to the RFQ, will be most advantageous to the Government, price and other factors considered (tradeoff analysis). This procurement is being conducted pursuant to FAR 13.5. As such, evaluation procedures pursuant to FAR 13.106 will be utilized to the maximum extent possible. Quotes will be evaluated in an efficient and minimally burdensome fashion. The Contracting Officer reserves the right to evaluate quotes without the use of formal evaluation procedures such as establishing a competitive range, conducting discussions, and scoring quotations. The Contracting Officer may conduct comparative evaluations of offers pursuant to FAR 13.106-2(b). Evaluation: The following factors shall be used in the evaluation of quotes: 1) Technical Capability: defined as a) demonstration of the capability to perform all the requirements in this RFQ and SOW; b) corporate experience and appropriate certifications providing this type of training; c) Quality Assurance Surveillance Plan (QASP); 2) Past Performance; and 3) Price. Technical capability, past performance and price factors will all be considered of equal importance. For corporate experience and past performance, the vendor shall submit, as part of its quote, information on previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. Information shall be provided on either 1) all such contracts within the past three years, or 2) the last three such contracts performed, whichever is fewer, and shall be limited to the name and address of the organization for which the services were performed, a brief description of the services performed, and the phone number and/or email of a contact for each contract listed. The information may also include a description of any quality awards earned by the vendor. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Vendors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. The vendor should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The Government may give greater consideration to the references that the Government feels are most relevant to the RFQ. The Government reserves the right to use in-house knowledge and experience with vendors in evaluating past performance. In addition, vendor's quote shall include a Quality Assurance Surveillance Plan (QASP) to be considered a complete quote. While the quality of QASP will not be evaluated as a part of the technical capability factor, the vendor shall submit an effective QASP from which the Government can predict the likelihood of receiving quality services. The Government reserves the right to approve, alter, or replace the submitted QASP with the Government's own plan. Vendors shall provide completed copies of FAR 52.212-3 or their Online Representations and Certification Application (ORCA) record with their quote. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees. (b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show -- (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. (d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing. (e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately. (f) Late submissions, modifications, revisions, and withdrawals of offers. (1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due. (2) (i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and- (A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or (B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or (C) If this solicitation is a request for proposals, it was the only proposal received. (ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted. (3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel. (4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. (5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer. (g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer. The DUNS+4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the offeror to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable: (1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer. (2) The overall evaluated cost or price and technical rating of the successful and debriefed offeror and past performance information on the debriefed offeror. (3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection. (End of Provision) 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS (May 2011) An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. (a) Definitions. As used in this provision-- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate- (1) Are conducted under contract directly and exclusively with the regional government of southern Sudan; (2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization; (3) Consist of providing goods or services to marginalized populations of Sudan; (4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization; (5) Consist of providing goods or services that are used only to promote health or education; or (6) Have been voluntarily suspended. "Service-disabled veteran-owned small business concern"- (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). Introduction As a Warfighting Command within the Operational Forces, II MEF provides an expeditionary ready, air-ground task force organized in response to CINC/Component Commander and Higher Headquarters direction in order to seamlessly operate within the Joint/Combined Operations arena, conducting complex contingency operations which require a high level of uninterrupted and reliable command and control functionality based upon IT platforms. III. Background Contractor training services within this Statement of Work (SOW) include the following subjects. •A. Certified Ethical Hacking V7 •B. Certified Information Systems Manager (CISM) •C. Fiber Optic Network Technology IV. Objectives Customized Contractor support Information Technology and Assurance training will meet the needs of II MEF. This requirement is critical to ensure Marines physically separated in a tactical or garrison environment and from different units are able to effectively work through technical processes established and defined by a common and authoritative syllabus. V. Scope A. Qty of classes: 13. CLIN 0001- 4 Courses, 1 March 2013 thru 28 Feb 2014 CLIN 0002- 1 Courses, 1 March 2013 thru 28 Feb 2014 CLIN 0003- 8 Courses, 1 March 2013 thru 28 Feb 2014 B. Class scheduling: 13 classes will be delivered over the period of period of performance.. C. Duration of classes: No more than 8 hours a day and up to one week in length. Normal working hours of 0730 to 1630. D. Class size: Maximum of 20 students (except fiber optic, maximum of 14 students.) E. The contractor shall provide the fiber optic equipment and consumables to conduct each customized tactical fiber optic network technology class. F. The government will provide the contractor with at least two weeks' notice prior to class scheduling. II MEF G-6 or CTC-2 will have the option to cancel or reschedule a class with only 1 week notification to the contractor. The contractor must be willing to reschedule the class without penalizing II MEF or CTC-2. (1 week is defined as 5 business days.) Schedule flexibility is required to meet the operational mission of II MEF. Prospective contractor must allow short notice changes to schedules to accommodate operation mission of II MEF. G. The contractor shall provide each student, designated personnel, II MEF G-6, and CTC-2, with access to a Compliant Management Framework or "Virtual Knowledge Base" of proprietary tech support information collected from previous classes supporting the Marine Corps and Department of Defense. The knowledge base must provide access to all reference material supporting the class, generate a virtual training jacket per student, class roster, provide recommended progression path for additional classes, track additional training per student within an organization by Name, Unit, Class, or MOS, display certification each student has received, and relevant experience associated with on the job training (OJT) and continuing professional education (CPE). Contractor must have the ability of developing Virtual Knowledge Base. The contractor shall be allowed to modify their existing virtual knowledge base in order to meet the referenced requirements. I. Each student will have an annual "Audit Option" which allows the student to attend a refresh class of the same course for a 2nd time at "NO" charge to the command. VI. Tasks •A. CERTIFIED ETHICAL HACKING V7 - Prepare students for the Certified Ethical Hacking V7 Exam. Provide vouchers and administer Certified Ethical Hacking V7 Exam •B. CERTIFIED INFORMATION SECURITY MANAGER (CISM) - Prepare students for the Certified Information Security Manager exam •C. TACTICAL FIBER OPTIC NETWORK TECHNOLOGY - Prepare students for the Electronic Technicians Association (ETA) Fiber Optic Installers (FOI) certification exam. Provide vouchers and administer ETA FOI Exam. VII. Delivery A. The quote submitted will encompass (13) II MEF customized classes, to be conducted aboard Camp Lejeune, NC. B. The contractor shall provide all equipment to conduct the training in support of the applicable "hands on" classes. C. The contractor shall provide a minimum of one qualified instructor per course of instruction. In addition, each student will receive a copy of all training manuals, books, and reference materials for each course attended. D. The contractor shall provide vouchers and a mobile testing suite in support of all required professional certifications that can be delivered electronically. E. The class seats will be coordinated by CTC-2, and allocated through II MEF to support any student of rank, billet, or status II MEF assigns. F. The courseware for each student shall be provided via CD and/or manuals or web access. G. The contractor may use a wide variety of reference materials, technical manuals, military doctrine, and internet information. Commercial guidelines and scenarios are not always directly applicable to training and therefore the contractor shall customize the material to support II MEF standards, policies, and procedures as defined by the II MEF AC/S G-6 or CTC-2. The contractor may exercise independent judgment in researching, choosing, interpreting, modifying, and applying available guidelines for adaptation to situations, within the boundaries and parameters established and approved by the II MEF AC/S G-6. VIII. Government Furnished Property Class room and appropriate furniture will be scheduled and provided with access to the contractor during the conduct of the class. The Government will furnish adequate classrooms at the II MEF G-6 Training Facilities, and other organizations supported by II MEF G-6. Classrooms are located on Marine Corps Base, Camp Lejeune, North Carolina, or other field locations, as required. Training locations will be coordinated with the Government Activity Representative when the courses are scheduled. IX. Security Considerations The contractor shall acquire the appropriate credentials necessary to obtain access aboard Camp Lejeune, NC. X. Place of Performance Classes will occur aboard Camp Lejeune, NC at both the Communication Training Center 2, Bldg H-17 and the Life Long Learning Center, Bldg 825. XI. Period of Performance 1 March 2013 thru 28 Feb 2014. XII. Other Unique Requirements and Considerations Pricing will be calculated per class based upon the assumption that each class will have 20 students at the time of instruction. The exception will be the fiber optic instruction which will have only 14 students.
