- This Small Business Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The North American Industry Classification System (NAICS) Code is 541611-Administrative Management and General Management Consulting. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a Market Survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below: Background The Office of Behavioral and Social Sciences Research (OBSSR) furthers the mission of NIH by emphasizing the critical role that behavioral and social factors play in health, health care and well-being. OBSSR serves as the focal point for coordination and development of NIH policies, goals, and objectives in the behavioral and social sciences at NIH. OBSSR is also a liaison between NIH and the extramural research communities, other federal agencies, academic and scientific societies, national voluntary health agencies, the media, and the general public on matters pertaining to behavioral and social sciences research. OBSSR works to bring together the biomedical, behavioral, and social science communities to work more collaboratively to solve the pressing health challenges facing our nation. OBSSR uses various communications tactics as a key approach to achieving its strategic aims, allowing OBSSR to communicate with key audiences, such as the general public, NIH partners, the behavioral and social science communities, the broader research communities and stakeholders such as practitioners and policymakers to support the NIH mission. PURPOSE AND OBJECTIVES A chief OBSSR goal is to communicate with the general public, policy maker and research audiences about the importance and relevance of behavioral and social sciences research to improving public health. Communications is a multidirectional process that links communities of research with policy and practice. Strong collaborative relationships between OBSSR and its internal and external partners are crucial to realizing its vision of improving public health. OBSSR's first strategic communications plan was developed in 2007 and has now been fully implemented. OBSSR seeks assistance with the development of a new strategic communications plan. The plan should consider the current OBSSR communications plan, existing OBSSR communications products and strategies, their impact on general, policy maker and scientific audiences to date, gaps and unmet needs, as well as future need and directions. OBSSR also seeks assistance with the implementation of current and ongoing communications tactics (e-newsletter, podcasts, blog) in support of this new plan. OBSSR also seeks assistance with the development of a new digital communications plan. CONTRACTOR TASKS: The Contractor shall: • Develop a comprehensive strategic communications plan for OBSSR building on the last strategic plan and addressing unmet needs, gaps and new directions. • Develop a strategic digital communications plan for the OBSSR, which builds on previous digital communications initiatives undertaken by the office.. • Both plans should identify needs and opportunities in communicating about OBSSR, and the importance of behavioral and social sciences research, in general • Both plans should recommend various creative and effective communications strategies. • Both plans should clearly lay out how each strategy would be implemented, including a time line and cost projection. • Work closely with the Contracting Officer's Representative (COR) as a collaborator, continue to implement existing, on-going OBSSR communications tactics: o Develop, write, edit and post three (3) blog postings a month, for a total of 36 postings in a year. Maintain blog and monitor comments. o Develop and produce one (1) podcast every two months, for a total of six (6) podcasts in a year. o Develop, produce and disseminate the OBSSR e-newsletter, The Connector every month. Disseminate to relevant media, professional organizations, and advocacy groups. o Work with OBSSR's Web manager to post podcasts on OBSSR's site and iTunes. Deliverables: • Strategic communications plan • Digital communications plan • 36 blog postings • 6 podcasts • 12 e-newsletters • Dissemination of e-newsletters • Timeline for full project from beginning to end • Detailed budget breakdown for the full project • Monthly progress reports which shall include a description of the activities during the reporting period and the activities planned for the ensuring reporting period. The Contractor shall solicit input from the COR prior to and after submitting each deliverable; the Contractor shall also submit each deliverable for approval by the COR. Government Responsibilities: OBSSR shall provide expertise, advice and oversight during the development of the communications plans and work products. The COR will decide and approve any required travel. The COR will work with the Contractor to edit the content. COR will approve all blog posts, podcasts and e-newsletters prior to posting or disseminating. Inspection and Acceptance Requirements: OBSSR will review the deliverables and determine acceptability of the products. Input will be provided throughout the process; however, overall acceptance of the deliverables will be reviewed within thirty (30) days of the receipt of final deliverables. Period of Performance: The Period of Performance shall be one year from Date of Award with four (4) additional 12-month option periods. SECTION 508 COMPLIANCE In accordance with FAR 39.2, Section 508 of the Rehabilitation Act is implemented in this order. Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, and/or used under this contract/order must comply with the "Electronic and Information Technology Accessibility Provisions" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the "Access Board") in 36 CFR part 1194. Information about Section 508 provisions is available at http://www.hhs.gov/od. The proposed acquisition will be procured in accordance with the policies and procedures under FAR Part 15. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available. (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed ten (10) pages. (b) The capability statement should include references, key personnel, and any teaming arrangements needed to fulfill the requirements. It must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 3:00 PM EST on Wednesday, February 13, 2013 to Sheila Edmonds at sheila.edmonds@nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
