Description
The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for the de-leading and painting of the Service Bridge, North Hartland Lake, North Hartland, VT. The NAICS code for the work described below is 238320, size standard of$14M. The project is planned to be issued in March 2013 as a Small Business Lowest Bid award. The construction will extend over several months during the summer of 2013. Cost will be in $700,000 to $800,000 range. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The work of this project involves preparing and painting all steel surfaces of the Service Bridge and related items at North Hartland Lake in North Hartland, Vermont. The intent of the work is to remove all paint, including the primer and topcoats, from all steel surfaces of the bridge and related items. The paint system to be applied to the prepared steel is a four coat single component moisture-cure polyurethane paint system. The Contractor shall clean and prepare all existing painted steel surfaces, including the under bridge fuel storage tank and related items. Cleaning and preparation shall include blast cleaning, power tool cleaning, and solvent cleaning, as appropriate. All existing paint, primer, areas of failed paint, and corrosion shall be removed by dry blasting to the commercial grade. Paint, including primer and top coats, shall then be applied to the prepared steel. Approximately 20 percent of steel surfaces to be prepared and painted have corrosion or failed paint. The existing paint system on the bridge has a lead containing primer, therefore all surface preparation work must be performed in accordance with applicable environmental regulations and worker health and safety standards including containment, emissions monitoring, collection, and disposal of all contaminated blast debris. Full containment during preparation and painting is required. The painting firm shall demonstrate its qualifications by providing proof of certification in the following standards promulgated by The Society for Protective Coatings (SSPC): a. SSPC QP 1, Standard Procedure for Evaluating Qualifications of Painting Contractors, (Field Application to Complex Industrial Structures), 1998 with Revisions 2004 b. SSPC QP 2, Standard Procedure for Evaluating the Qualifications of Painting Contractors (Removal ofHazardous Coatings from Industrial/Maine Steel Structures), 2009. quote mark Please note this solicitation is set aside for certified small businesses under the applicable NAICS code 238320, size standard of $14M. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about March 15, 2013.
