RFQ# HSCG23-13-Q-PTW008 Description: Long Term Career Development Programs. This acquisition is being issued in accordance with FAR Part 13. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is HSCG23-13-Q-PTW008. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-65 (January 29, 2013). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This acquisition is for the associated NAICS code 611430. The United States Coast Guard intends to award a contract to Graduate School, however, all responsible sources who feel they can provide equivalent courses may submit a quote which will be considered by the Agency. The USCG requires the following programs: Aspiring Leader Program: 4-6 week program that prepares federal employees at the GS4-6 level. New Leader Program: A 6 month program for federal employees at the GS 7-11 level. Executive Leader Program: A 9 month program for federal employees at the GS 11-13 level. Executive Potential Program: A 12 month program to develop senior level employees into more effective leaders. Applicable Clauses: The provision at 52.212-1, Instructions to Offerors-Commercial and is supplemented as follows: Quoters shall submit the following in order to be considered for award: 1. Technical Capability to meet the requirements of the Government- Quoters shall submit their technical approach that will demonstrate their understanding of the process and procedures for performing training support services for the USCG, their ability to accomplish all objectives equivalent to the programs listed above, and maintain the highest standards in the professional services delivered. In this technical description each Quoter must provide the name and resume of any instructors that will be teaching these programs. Quoters must provide a detailed description of the commercially available Programs that they are offering that will demonstrate their ability to successfully teach the required topics equivalent to the programs listed above. The USCG does not desire to design/develop a course at this time. There is a 15 page maximum for all quotes. 2. Price - Quoters shall submit their Firm Fixed Price quote per student, per program that is inclusive of all instruction. 3. PAST PERFORMANCE - Quoters must provide contract numbers and government points of contact for (3) similar efforts performed within the last three years. Quotes shall include pricing inclusive of all shipping, handling. Delivery will be FOB Destination. All quotes shall include a point of contact, name, email address, phone number, business size, and payment terms. System for Award Management registration (SAM) - Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at https://www.sam.gov/portal/public/SAM/. Quote Submission Deadline: Vendors shall submit an electronic version of their quote in word or adobe pdf format by 4:30 PM ET on Tuesday February 15, 2013 via email to Thomas Siedel at Thomas.f.siedel@uscg.mil. The provision at 52.212-2, Evaluation-Commercial Items. To be included in paragraph (a) of that provision: The USCG intends to award a purchase order to the company whose quote represents the Lowest Price Technically Acceptable to the Government. The evaluation shall consider the quoters response to each of the following evaluation factors in no order of importance: 1. Technical Capability such as: a. Content of the program b. Proof your institution is accredited c. Past Performance 2. Price Offerors will include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Coast Guard Acquisition Procedures (CGAP) APPENDIX C - CHAPTER 3033 NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman. Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e).
