- NASA/ARC has an existing requirement for Verification and Validation of Flight Critical System tools and methodologies. NASA/ARC proposes to negotiate a sole source contract with Drexel University for a period of nine (9) months commencing on or about February 15, 2013 through November 15, 2013 to continue performance of a previously awarded contract (NNA10DE79C) to the University of Virginia. NASA/ARC intends to continue the work begun at the University of Virginia with Drexel University. The reason for this change is because the projects Principal Investigator (PI), Ellen Bass, is relocating to Drexel University. The University of Virginia contract was original selected because of the PIs experience and expertise. This work is critical to NASA and to date has fully satisfied NASAs requirements. Therefore, it is not in the governments best interest to award to another institution other than Drexel University where the PI will continue her work. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 14, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Note: NNA13463702Q was originally posted on January 17, 2013 with a due date of January 24, 2013. However, this notice was incorrectly posted as a solicitation/synopsis instead of a synopsis. Since the original due date for the solicitation/synopsis is in the past, and the EPS system will not allow posting in arrears, this synopsis will post on January 31, 2013 and remain open for 15 calendar days, through February 14, 2013. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
