Description
By way of this Notice, and in accordance with FAR 6.302-1 and 5.101(a)(1), The Chicago District U. S. Army Corps of Engineers announces its intentions to award a Sole Source, Firm Fixed-Price Contract to Smith-Root Incorporated (SRI), 14014 NE Salmon Creek Avenue, Vancouver, Washington, 98686 to provide a means for synchronizing the operation of the pulsers at the Aquatic Nuisance Species Dispersal Barriers Project Site (Fish Barriers), located in Romeoville, Illinois. SRI has the specific expertise to perform the work, as it is the only producer of the firmware and pulser control boards that control the firing of the pulsers. Changes to synchronize the firing sequence require modifications to the boards and the firmware. SRI is the only company with intimate knowledge and access to the firmware and circuitry used in the fabrication of the Pulser Controller Boards of the Fish Barriers. SRI has been identified as the only entity with the appropriate level of expertise, resources, and advance technologies in the supply and installation of the fish barrier components required to complete the work. In fact, this work is a follow-on contract for supply and installation of Fish Barrier components awarded through Contract No. DACW23-03-C-0013 and W912P6-11-C-0007. If award were to be made to other than SRI, the Government would endure substantial duplication of costs that is not expected to be recovered through competition, and an unacceptable delay in fulfilling the Government's requirements. The Classification Code for this procurement is North American Industry System (NAICS) 811310 - "Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance", with a Small Business Standard size of $7,000,000.00. This notice is NOT a Request for Proposal therefore NO solicitation documents will be issued. Contractors who feel they can provide these services may submit a detailed qualification statement addressing the required services. Qualification statements must be submitted on or before 15 February 2013, NO LATER THAN 4:30PM CDST to anita.r.simpkins@usace.army.mil, (ensure that the number of the Pre-Solicitation Notice of "W912P6-13-R-0009" is included in the subject line of the email) or by fax addressed to Anita R. Simpkins at (312) 886-5475. All submitted qualification statements will be considered.
