- Region 4 OIT Consolidated Local Exchange Carrier (LEC) Services Contract The Department of Veterans Affairs (VA) intends to issue a solicitation on or after 08 February 2013 for LEC telecommunication voice and data services to all VA OIT Region 4 sites. These sites include VA Medical Centers (VAMC), Veteran Outreach Centers, Community Based Outpatient Clinics (CBOC) and other VA facilities in the Region 4 area. VA anticipates a Full and open commercial acquisition. This notice does not in itself represent the issuance of a formal request for proposal/quote and is not intended to be taken as such. Description The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Region 4 is to provide benefits and services to Veterans of the United States. In meeting these goals, OIT strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans' health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. Consistent with National and Region 4 OIT cost containment initiatives, Region 4 OIT will consolidate Local Exchange Carrier (LEC) services to all facilities within the Region 4 OIT catchment area in the states of Rhode Island (RI), Massachusetts (MA), Maine (ME), Vermont (VT), New Hampshire (NH), Connecticut (CT), New York (NY), New Jersey (NJ), Pennsylvania (PA), West Virginia (WV), Delaware (DE), Maryland (MD), Washington District of Columbia (DC) and portions of Ohio (OH) and Virginia (VA). The proposed project will allow Region 4 OIT to centralize management of LEC services and accomplish its goal of reducing overall telecommunications expenses.
