- Wage Determination 3 Wage Determination 2 Wage Determination 1 Contracts may be awarded specifically for Zone 1 which is the Huron National Forest and Zone 2 which is the Manistee National Forest. Submissions must specify consideration for Zone 1, Zone 2, or both. A map delineating the Zone 1 and Zone 2 areas of work is attached. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is AG-569R-S-13-0004. This solicitation is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-64. (iv) This is a total small-business set-aside. The associated NAICS code is 541370 and the small business size standard is $14M. (v) The contract will consist of: Up to three (3) separate Indefinite Delivery, Indefinite Quantity (Architect-Engineering) Cadastral Survey non-personal services contracts for a period not to exceed five (5) calendar years. (vi) Description of requirements for the items to be acquired: To provide all personnel, equipment, tools, materials, supervision and other items necessary to perform non-personal Cadastral Surveying services in accordance with all applicable laws, regulations, standards, instructions, commercial practices and as described in each applicable Performance Work Statements (PWS) and Specifications documents within the Huron-Manistee National Forests in Northern Lower Michigan. This work will include delineation and marking the legal property boundary of National Forest System Lands. Professional services required may include, but are not limited to, corner search, monumentation and perpetuation of property corners and controlling corners associated with the surveys, control measurements, section subdivision, and boundary line marking. Work will range from small lot surveys to multi-sectional work. The Forest Service anticipates awards of up to three (3) Indefinite Delivery, Indefinite Quantity basic contracts for a period not to exceed five years. Individual task orders will be issued against basic contracts as program needs arise. The yearly task order totals may not necessarily be divided evenly among the awardees. The government guarantees to purchase a minimum of $5,000.00 in services for the contract period. During the period specified the Government shall place task orders totaling a minimum of $5,000.00, but not in excess of $100,000.00 per individual task order. Contracts may be awarded specifically for Zone 1 which is the Huron National Forest and Zone 2 which is the Manistee National Forest. Submissions must specify consideration for Zone 1, Zone 2, or both. A map delineating the Zone 1 and Zone 2 areas of work is attached separately. Only firms with an office located within Michigan and with a Professional Surveyor(s) licensed in Michigan will be considered. A Michigan licensed Professional Surveyor must be assigned to each task order. Estimated contract award date is on or about May 1, 2013. Firms qualified and interested in providing professional surveying services of the type listed above are hereby invited to submit Standard Form 330, Architect-Engineer and Related Services Questionnaire. Please include a listing of other certifications obtained and continuing education attended over the last 5 years under Section E. "Resumes of Key Personnel Proposed for this Contract" item 18 "Other Professional Qualifications". Additionally, firms should submit a supplemental narrative and samples addressing the following: 1. Describe the methods and techniques your firm will use to perform the type of work required under this solicitation. 2. Describe your search process for both PLSS and section subdivisional corners. 3. Describe the approach you will use to resolve problems resulting from conflicting evidence/monumentation at both PLSS and section subdivisional corners. 4. Describe how a control survey will be accomplished, including field procedures when using GPS as a measuring tool. 5. Describe the quality control measures your firm uses to ensure all work complies with established legal and professional standards. 6. Submit copies of 2 cadastral certificates of survey and 2 land corner recordation certificates prepared and/or signed within the last 5 years by the professional surveyor proposed as the project leader for this announcement. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size, geographic location of firm, specialized technical expertise, or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, two or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation of unit cost for task items such as corner search, monumentation, control measurement, etc. (vii) Please submit two (2) complete copies of the above information to: USDA Forest Service, Debra Brinn, Contracting Officer, 5761 N Skeel Ave, Oscoda, MI 48750. (ix) Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications as documented on submitted Standard Form 330 that include the following evaluation criteria: 1. Professional qualifications necessary for satisfactory performance of required services. Include licensing, other certifications and continuing education. 2. Specialized experience and technical competence in rural land cadastral surveying. 3. Geographic location and knowledge of the local survey history and records of the project zone for which you have requested to be considered 4. Past performance on similar work performed with respect to cost control, quality of work, and timely compliance with performance schedules. 5. Capacity to accomplish the work in the required time, including current and future workloads. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via the System for Award Management (SAM) online at www.sam.gov. If an offeror has not completed the annual representations and certifications electronically at the online, the offeror shall complete only paragraphs (c) through (o) of this provision.
